AGENDA ITEM:Consideration of approval of a resolution approving the addition of a
Temporary Use of Sick Leave policy to the existing employee sick leave
benefit.

SYNOPSIS INCLUDING PRO & CON: The Council is asked to authorize a new temporary poicy
to employee’s current sick leave benefit.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:This temporary policy is
intended to protect the safety of the workforce and address the physical and financial well-
being of those employees personally affected by the coronavirus, Covid-19, pandemic and is
not expected to have any financial impact as all personnel costs have been previously
accounted for through the budget process.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends approval of the resolution approving the
Temporary Use of Sick Leave policy.
RECOMMENDATION: Approve the resolution.

RESOLUTION 20-
AUTHORIZING A TEMPORARY USE OF SICK LEAVE COMPONENT TO THE
EMPLOYEE SICK LEAVE BENEFIT
[TEMPORARY SICK LEAVE POLICY]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City Administrator along with the Human Resources Director have proposed a new
temporary policy to the City’s existing sick leave policy, Temporary Use of Sick Leave; AND,
WHEREAS, the Temporary Use of Sick Leave policy modifies the allowable use of sick leave for
full-time employees; AND,
WHEREAS, allows part-time employees, working a consistent schedule averaging 20 hours per week,
or more, on a year round basis to be compensated up to two (2) weeks of paid leave for the purpose of
a quarantine, personal illness, or to care for a family member with illness attributed to Covid-19; AND,
WHEREAS, allows Paid-on-Call employees to be compensated in the event of an occupational
exposure to Covid-19; AND,
WHEREAS, this temporary Use of Sick Leave policy may be revised or discontinued at any time
upon Council approval; AND,
WHEREAS, the Temporary Use of Sick Leave policy is intended to protect the safety of the
workforce and address the physical and financial well-being of those employees personally affected by
the coronavirus, Covid-19, pandemic.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this 23rd
day of March 2020, that the Temporary Use of Sick Leave policy is hereby approved and shall go into
effect March 23, 2020.
BE IT FURTHER RESOLVED that the Temporary Use of Sick Leave policy for employees covered
by the Collective Bargaining Agreement with the Communications Workers of America (CWA), Local
#7102, AFL-CIO, shall also go into effect March 23, 2020, pending approval of a Memorandum of
Understanding.

TEMPORARY POLICY ON USE OF SICK LEAVE DURING COVID-19 RESPONSE
This temporary policy is intended to protect the safety of the workforce and address the
physical and financial well-being of those employees personally affected by the coronavirus,
Covid-19, pandemic.
1.All full-time employees may borrow against future sick leave accruals up to four (4) weeks,
once their current sick leave balance is exhausted, for the purpose of a quarantine,
personal illness, or to care for a family member with illness attributed to Covid-19.
2.Full time employees with children who use daycare services are eligible to use up to four
(4) weeks of sick leave to care for a child who is in daycare, or before and/or after school
care, and whose daycare services are no longer available due to the impact of Covid-19.
3.All part-time employees, working a consistent schedule averaging 20 hours per week, or
more, on a year round basis will be compensated up to two (2) weeks of paid leave, for
the purpose of a quarantine, personal illness, or to care for a family member with illness
attributed to Covid-19.
4.In the event of an occupational exposure to Covid -19, during the pandemic, by a Paid-on-
Call employee resulting in a partial or full quarantine or isolation, the Paid-on-Call
employee will be compensated for any shift in which they were originally assigned.
For the purpose of determining compensation for #3 & #4, pre-assigned or scheduled
hours/shifts will be used in calculating paid weeks of leave. In the absence of previously
scheduled hours/shifts, an average number of hours/shifts during a pay period will be used to
determine compensation.
