CITY COUNCIL MEETING COMMUNICATION
MEETING DATE: March 23, 2020
AGENDA ITEM:Consideration of approval of a resolution approving a Memorandum of
Understanding with Communications Workers of America (CWA), Local
#7102, AFL-CIO, as part of the July 1, 2016 – June 30, 2021 contract adding
a new position and a new pay grade level to the wage matrix [Firefighter/EMT
(Career) and pay grade GS 3.5]
FORMAT:Consent Agenda
SYNOPSIS INCLUDING PRO & CON: The Memorandum of Understanding details position
placement and grade level addition to the wage matrix for a Firefighter/EMT –
(Career). Employees working in the Firefighter/EMT (Career) classification
on an 8 or 10 hour/day schedule will be placed on the wage matrix in grade
GS-9. Employees working in the Firefighter/EMT (Career) classification on a
24 hour schedule will be included in the newly created GS-3.5 grade level.

STAFF REVIEW AND COMMENT: City staff discussed the position addition and wages with
union representatives and both parties are in agreement and have signed the
Memorandum of Understanding.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2020-
APPROVING A MEMORANDUM OF UNDERSTANDING WITH COMMUNICATIONS
WORKERS OF AMERICA (CWA), LOCAL #7102, AFL-CIO, REGARDING ADDITION
OF THE POSITION AND PLACEMENT ON THE WAGE MATRIX TO THE JULY 1,
2013 - JUNE 30, 2016 CONTRACT [FIREFIGHTER/EMT (CAREER)]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, on May 23, 2016, the Waukee City Council approved a Collective Bargaining
Agreement with the Communications Workers of America (CWA), Local #7102, AFL-CIO, in
effect July 1, 2016 through June 30, 2021 (Resolution #16-219); AND,
WHEREAS, the City of Waukee and representatives of CWA, Local #7102, have reviewed and
approve a Memorandum of Understanding for the current Collective Bargaining Agreement
related to the position addition of Firefighter/EMT (Career), and the placement on the wage
matrix. Firefighter/EMT (Career) employees working a 24 hour schedule will be placed at the
newly created grade GS-3.5 and Firefighter/EMT (Career) employees working an 8 or 10
hour/day schedule will be placed on the wage matrix at GS-9; AND,
WHEREAS, the Memorandum of Understanding is attached hereto and by reference
incorporated herein; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 23rd day of March, 2020 that the Memorandum of Understanding with Communications
Workers of America (CWA) regarding addition of the position of Firefighter/EMT (Career) – 24
hr., and Firefighter/EMT (Career) – 8 hr. and placement on the wage matrix to the July 1, 2013 -
June 30, 2016 Contract is hereby approved.
