AGENDA ITEM: Consideration of approval of a resolution approving preliminary plat for
Indi Run Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for an approximately 2.01-acre subdivision generally located south
of NW Sunrise Drive and west of Warrior Lane. The property was
platted as nine (9) single family lots with Indi Run Plat 2. Since the lots
were originally platted the developer has chosen to replat the lots for
two-family (duplex) development. The preliminary plat identifies 12 lots
for two-family development. All lots meet the minimum requirements of
the R-2 zoning district.
No street improvements are proposed with this plat. A few minor utility
improvements will be necessary.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on March 10,
2020, and recommended approval:

Senior Planner Andy Kass introduced the request for approval of a preliminary plat as submitted
by the applicant, Indi Run, LLC. The subject property is located south of NW Sunrise Drive and
west of North Warrior Lane, and contains approximately 2.01 acres for residential development.
Mr. Kass advised that this submittal is a replat for 9 lots currently developable as single family
residential to become 12 duplex lots, a use allowed for in the current R-2 zoning. All updates
meet the minimum R-2 Requirements. At this time staff would recommend approval of the
preliminary plat for Indi Run Plat 3 subject to any remaining staff comments.
Commissioner Streit moved to approve the preliminary plat for Indy run Plat 3 as no comments
from the commission or audience were posed. Commissioner Ward seconded the motion. Ayes:
Broderick, Ward, Streit, and Koshy. Nays: None. Recuse: Inman. Motion Carries.

STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning and Subdivision
Ordinance.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Indi Run Plat
3.

APPROVING THE INDI RUN PLAT 3 PRELIMINARY PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Indi Run Plat 3 on March 10, 2020; AND,
WHEREAS, the Preliminary Plat for Indi Run Plat 3 is in general conformance with section
§303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 23rd day of March, 2020 that the Preliminary Plat for Indi Run Plat 3 be approved.

HISTORY
The subject property is located within Indi Run Plat 2, which was platted in 2018. The property was platted as nine (9)
lots for single family development. The applicant wishes to replat Lots 18 – 26 of Indi Run Plat 2 to lots for duplex
development. Duplex development (two family residential) is an allowed use in the R-2 zoning district.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 12 lots that are intended for two-family residential development. All lots are
zoned R-2 and comply with the minimum requirements of the R-2 zoning district for two-family residential development.

STREETS AND TRAIL

No trails are planned as part of this portion of the development. Five foot wide sidewalks will be installed as each lot is
developed.

UTILITIES
Utilities were extended to the serve the lots in Indi Run Plat 2. There are some minor utility relocations and extensions
that will be required for the proposed lots. Storm water detention has not changed and will be zccommodated in the
existing basin to the south.
EASEMENTS
All proposed easements have been indicated on the preliminary plat.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments.
