Commons at Greenway Park Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 9.46-acre townhome development generally located
north of Hickman Road and west of N. Warrior Lane. The final plat
includes a total of 91 lots for townhome development and 2 outlots.
Outlot ‘X’ is the private street lot and Outlot ‘Y’ is the detention
easement. The outlots will be owned and maintained by a Homeowner’s
Association.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on March 10.

Approval of a Final Plat for The Commons at Greenway Park Plat 2
Senior Planner, Melissa DeBoer, introduced the request for approval of a site plan for both the
plat 2 and phase 2 of the project Commons at Greenway, as submitted by the applicant Signature
Development, LLC. The subject property is located north of west of warrior lane and north of
NW Sunrise Drive, and contains approximately 9.46 Acres. The property was rezoned in 2019 to
allow for townhome development, of which a phase 1 has already started.
Mrs. DeBoer explained that the request identifies the construction of 23 townhome buildings that
would contain approximately 91 units. Most units will include a 2 car attached garage, however
units fronting public street includes 2 car detached garages. The project identifies the units as
being owner occupied, and homeowners will have access to area amenities located in phase 1.
Mrs. DeBoer advised that the site plans indicate 2 outlots, lot x which contains a private street
easement, and lot Y which is the detention easement to be privately owned and maintained.
Access to the new plat and phase will be located off of NW Venture Drive through a shared
access drive. A future access is planned to the west of the development. Parking, open space and
landscape, and lighting requirements meet ordinance regulations.
Staff would recommend approval subject to any remaining staff comments and review of any
legal documents.
Commissioner Streit questioned if there would be street lighting. Mrs. DeBoer advised there will
only be residential lighting much like the first phase. The fixtures on the homes imit enough light

to meet lighting standards. The lights identified will be maintained by the homeowners
association.
Commissioner Koshy brought forward a concern regarding the limited parking compared to the
high density of the area. Mrs. DeBoer advised that this development is similar to other townhome
locations, parking is accounted for by garages, driveways, and indicated street parking.
Commissioner Inman questioned what the cost of the units is anticipated to be. A representative
for the applicant advised that the units are projected to sell for 180,000 to 250,000.
Commissioner Broderick clarified that the current project is owner occupied and that the previous
phase to the east is rental property. City Staff advised that was correct.
Commissioner Koshy questioned if the homeowner aspect would create less garage space to store
lawn maintenance items. A representative for the applicant advised that there would be no need,
all lawn and snow maintenance is covered with the home owners association.
Commissioner Streit moved to approve the final plat for the Commons at Greenway Park Plat 2
subject to any remaining staff comments and review of any legal documents. Commissioner Ward
seconded the motion. Ayes: Broderick, Ward, Streit, Koshy, and Inman. Nays: None. Motion
Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-4/PD-1 Zoning District and that the
applicant has successfully addressed all of the requirements within the
Waukee Subdivision Ordinance with the submittal of this final plat.
RECOMMENDATION: Staff recommends approval of the Final Plat for The Commons at
Greenway Park Plat 2

APPROVING THE FINAL PLAT FOR THE COMMONS AT GREENWAY PARK PLAT 2
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, SIGNATURE DEVELOPMENT OF IOWA, LLC has requested final approval of The
Commons at Greenway Park Plat 2 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 10, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Commons at Greenway Park Plat 2 and the documents relating
thereto will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
23rd day of March, 2020, that the Final Plat for The Commons at Greenway Park Plat 2 be and the
same is hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Private Storm Sewer & Overland Flowage Easement;
2. Private Storm Sewer Easement;
3. Private Overland Flowage Easement;
4. Private Water Easement;
5. Private Sanitary Sewer Easement;

HISTORY
The subject property was rezoned to R-4 / PD-1 in early 2019. A preliminary plat for the property was
approved by the Planning & Zoning Commission In May 2019. The City Council approved the public
improvement plans related to the development in June 2019.
PROJECT DESCRIPTION
The project involves the construction of 23 townhome/rowhome buildings with a total of 91 units. Each
building will have four units per building. In addition to the townhome buildings, there are eight detached
garage buildings for the units fronting the public street. These garages will be interior to the site. All buildings
comply with the bulk regulations for the R-4/PD-1 zoning district. Table 1 summarizes the bulk regulations. As
part of the Planned Development agreement the applicant has agreed to provide additional amenities including
a playground and trails/sidewalks throughout the site that connect to the future greenbelt trail that is planned
by the City. These amenities were planned with Plat 1, but the homeowners within Plat 2 will have access to
these amenities. These units are all intended to be owner occupied.
The final plat identifies a total of 91 lots for townhome development and 2 outlots. Outlot ‘X’ is the private
street lot and Outlot ‘Y’ is the detention easement. The outlots will be owned and maintained by Signature
Development.

ACCESS AND PARKING
Access to the development will be from NW Venture Drive, which will be a public street. This is a shared
access with Plat 1 to the east. All streets internal to the site will be privately owned and maintained. The site
plan shows a future access to the west with the future development of the adjacent property.
The required amount of parking for the project is 201 parking spaces and the site plan identifies that amount.
The applicant is satisfying the parking requirement via garages, driveways, surface parking and on-street
parking throughout the site.
UTILITIES
The applicant will need to extend utilities to the property for the development. Sanitary sewer will be
extended from the northeast and water main will be extended from the east along NW Venture Drive. All
utilities internal to the site will be privately owned and maintained with the exception of a portion of the
sanitary sewer. Storm water detention will be provided in a detention basin located on the north side of the
site that will outlet to the northeast.
LANDSCAPING & OPEN SPACE
A total of 20% open space is required for the development. The Site Plan indicates that 53% open space will
be provided. As part of the landscaping requirements, two (2) trees per unit are required and a 25-foot
landscape buffer will be required along both the west and north property lines.
ELEVATIONS
The elevations of the buildings are proposed to be constructed of cement board siding (including shake and
vertical), stone and asphalt shingles. The color scheme includes varying shades of gray and blue. Elevations of
the proposed buildings have been provided for review.
COMPREHENSIVE PLAN
The newly adopted Comprehensive Plan, Imagine Waukee: 2040 classifies the subject property as Medium
Density Residential. The Medium Density Residential classification provides for a variety of housing types,
including townhomes and rowhomes. Typical density within the classification ranges from 4 to 12 units per
acre. When both phases of this project are complete, the density will be 11.7 units per acre.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for The Commons at Greenway Park Plat 2 and the site plan for
The Commons at Greenway Park Phase 2 subject to remaining staff comments and review of the legal
documents.
