HomeMy WebLinkAbout2020-04-20-J07 Stone Prairie Plat 7_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 20, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for The Stone Prairie Plat 7 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 3.66-acre commercial development located north of SE Westown Parkway and west of SE LA Grant Parkway. The final plat includes a total of 4 lots for commercial development. The plat also identifies Street Lot ‘A’ (0.84 acres) to be dedicated to the City of Waukee for public right-of-way. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on April 14, 2020, and recommended approval: Approval of a Final Plat for Stone Prairie Plat 7 Senior City Planner, Melissa DeBoer, introduced the request for approval of a Preliminary Plat and Final Plat as submitted by the applicants, J4 North and Primus Companies. The subject property is located north of SE Westown Parkway and west of SE LA Grant Parkway, and contains approximately 3.66 acres. This property was formerly part of the Hermann Farm. Mrs. DeBoer advised that the plat identifies a total of 4 lots for commercial development, ranging in size from 0.78 acres to 1.09 acres. Lot ‘A’ is identified for public right-of-way and will be dedicated the City of Waukee. No streets will need to be extended to the site, access points are provided off of pre-existing streets SE LA Grant parkway, and SE Westown Parkway. A Blanket access easement is provided to allow access through and across the site and to the property to the north. Two detention easements are provided to manage Stormwater detention, which will be controlled by a level spreader to assist with run off to the west. All utilities are available to the site. At this time staff would recommends approval of the preliminary plat and final plat for Stone Prairie Plat 7 subject to remaining staff comments and review of the legal documents.  Commissioner Streit questioned if there was a reason that the deceleration lane wasn’t widened to the access point of this development. Director of Development Services, Brad Deets, advised that Staff preferred to keep access points out of deceleration lanes. J7  Commissioner Hoifeldt clarified that the point of the Level Spreader was to better the current erosion issues for the western property owners. Mrs. DeBoer advised that was correct. Commissioner Hoifeldt moved to approve the Final Plat for Stone Prairie Plat 7 subject to remaining staff comments and review of the legal documents. Commissioner Broderick seconded the motion. Ayes: Broderick, Ward, Streit, Koshy, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the C-1A (Neighborhood Commercial) Zoning District and that the applicant has successfully addressed all of the requirements within the Waukee Subdivision Ordinance with the submittal of this final plat. Other portions of the farm have been subdivided off in the past for part of the surrounding residential development, Warrior Ridge, and the vacant lot to the north, owned by the Waukee United Methodist Church. PROJECT DESCRIPTION LOTS The plat identifies a total of 4 lots for commercial development, ranging in size from 0.78 acres to 1.09 acres. The plat also identifies street Lot ‘A’, which is 0.84 acres in area and will be dedicated to the City of Waukee for public right-of- way. All proposed lots are meeting the requirements of the C-1A (Neighborhood Commercial) zoning district. Table 1 below summarizes the bulk regulations for the C-1A zoning district. There will be two access points into this development from the public streets. One access is located on the northeast side of the site off of SE LA Grant Parkway and the other access is located on the southwest side of the site off of SE Westown Parkway. April 9, 2020 3 of 3 EASEMENTS Several easements exist within the plat based on the location of the utilities. An ingress/egress easement is provided along the north side of the site to provide a shared access for this site and the property to the north. A blanket access easement is provided to allow access through and across the lots within the plat. Two detention easements are provided for the detention basins, one at the southeast corner of the site and one along the west side of the site. A 30-foot wide landscape buffer easement is provided along the western side of the plat to provide a buffer and screening between the commercial property and the residential properties to the west. UTILITIES Sanitary sewer will be provided from the main located to the south. Water will be provided from the water mains located to the east and to the south. Storm water will be detained in the two detention basins provided on-site. The pond at the southeast corner will be collected into a storm intake. The overflow from the pond located at the west side of the site will continue to outlet offsite to the west. A level spreader outlet is proposed at the west pond in order to help prevent erosion for the adjacent properties to the west.
