SYNOPSIS INCLUDING PRO & CON: The project bid letting was held at Waukee City Hall
on April 22, 2020 at 2:00 p.m. Eight (8) bids were received with the low
base bid from All Star Concrete, LLC, of Ankeny, IA, in the amount of
$536,780.77.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:$536,780.77
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: City staff recommends awarding contract to All Star
Concrete, LLC, of Ankeny, IA, in the amount of $536,780.77.
RECOMMENDATION: Approve the resolution

RESOLUTION 2020-
RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE GLYNN VILLAGE SOUTH PARK AND
GLYNN VILLAGE TRAIL AMENITY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Glynn Village South Park and Glynn Village Trail Amenity, described
in the plans and specifications heretofore adopted by this Council on May 4, 2020, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor: All Star Concrete of Ankeny, IA
Amount of bid: $536,780.77
Portion of project: All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
PASSED AND APPROVED this 4th day of May, 2020.

A Public Bid Opening was held on April 22 for the Glynn Village Trail
Amenity and South Park Project. A total of eight compliant bids were
received. Bids ranged from $536,780.77 to $634,772.50, compared to the
landscape architect’s estimate of $604,081.40.
Genus has reviewed all bid proposals and prepared the attached bid
tabulation. It is our recommendation that the City of Waukee accept All
Star Concrete’s base bid in the amount of $536,780.77,and execute a
contract for the project work.
While the bid results were not impacted, it should be noted that the All
Star Concrete’s bid contained a rounding error on two line items, which
reduced the total bid by $4.72. As outlined within the project manual; in
event of discrepancies between Unit Prices and Unit Price Extensions
listed in the Bidder’s Proposal, Unit Prices shall govern and Unit Price
extensions shall be corrected, as necessary, for agreement with Unit
Prices. Mr. Tom Turner of All Star Concrete has reviewed and agreed to
the handling of this matter in writing. The resulting low bid amount by All
Star Concrete remains as state above.
