The proposed addition is 4,590 square feet in area and will be used as a fitness center for students attending Prairieview School. The proposed addition is located on the north side of the existing building. The materials proposed, brick and architectural metal paneling, will match the existing materials on the building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on April 28, 2020, and recommended approval: Approval of a Site Plan for Prairie View School Addition (655 SE University Avenue) Senior Planner, Andy Kass, introduced the request for approval of a site plan as submitted by the applicant, Waukee Community School District. The subject property is located north of SE University Avenue and east of Ashworth Drive, containing approximately 21.03 acres. Mr. Kass advised that the site plan identifies a 4,590 square foot building addition on the north side of the existing building to be used as a fitness center. This fitness center has been indicated for use by school related athletic programs. Several minor concrete additions for sidewalks and a building entrance as indicated on the site plan. All utilities exist on site, and Stormwater will be managed by preexisting detention. All parking, landscape, open space, lighting, and elevation ordinance requirements have been satisfied. At this time staff would recommend approval of the site plan.  Commissioner Conley questioned if the addition was only to be used as a weight room. Kirk Johnson, a representative of the School District, advised that the current gym space was utilized as more multi-purpose than dedicated space. By adding the additional fitness center, it allows a transition to having two high schools and equal opportunities for the students and continued growth. J4 Commissioner Hoifeldt moved to approve a site plan for Prairieview School Addition (655 SE University Avenue). Ayes: Broderick, Streit, Koshy, Inman, and Hoifeldt. Nays: Conley. Motion Carries. PROJECT DESCRIPTION The site plan identifies a 4,590 square foot addition for a fitness center on the north side of the existing building. The purpose of the fitness center is for the use of school related athletic programs. In addition to the proposed fitness center, the site plan identifies some concrete additions for sidewalks and the building entrance. ACCESS AND PARKING Access to the proposed site will utilize existing access points from SE University Avenue. No additional parking is required because of this addition. UTILITIES Utilities exist on site to serve the building and the proposed additions. Stormwater management is accounted for on the site to the east. LANDSCAPING & OPEN SPACE A total of 20% open space is required for the development. The Site Plan indicates that 50% open space will be provided. ELEVATIONS Elevations of the proposed additions have been provided for review. Materials proposed include brick and architectural metal paneling. The proposed materials will match materials on the existing building. April 24, 2020 3 of 3 LIGHTING PLAN The lighting plan for the site complies with all requirements of the Site Plan Ordinance. STAFF RECOMMENDATION The proposed preliminary plat, final plat, and site plan are in general conformance with the Zoning Ordinance, Subdivision Ordinance, and Site Plan Ordinance.
