HomeMy WebLinkAbout2020-05-04-J05 Eason Elementary Addition_Site Plan AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: May 4, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Eason Elementary School Addition and Renovation FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The Waukee Community School District is requesting approval of a site plan to construct an addition to an existing school facility generally located north of University Avenue and east of SE Boone Drive, containing approximately 11.87 acres. The project includes a 9,900 square foot building addition at the northeast side of the building and renovation of the parking lot and pavement areas along the south and east sides of the site. The applicant will also install a right turn lane off of SE Boone Drive. The applicant has provided elevations for the proposed building addition on the site, which meets the intent of the architectural guidelines within the Site Plan Ordinance and matches the materials on the existing building. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on April 28, 2020, and recommended approval: Approval of a Site Plan for Eason Elementary School Addition & Renovation (605 SE Boone Drive) Senior Planner, Melissa DeBoer, introduced the request for approval of a site plan as submitted by the applicant, Waukee Community School District. The subject property is located north of SE University Avenue and east of SE Boone Drive, containing approximately 11.87 acres. Mrs. DeBoer advised that the project includes the construction of a 9,900 square foot addition to the northeast side of the existing building. A renovation of the parking lot and pavement areas will allow for a longer queuing lane, and a right turn lane off of SE Boone Drive. Utilities are available on site and storm water management is being provided with a detention basin loc ated at the northeast corner of the site. All parking, landscape, open space, lighting, and elevation ordinance requirements have been satisfied. At this time staff would recommend approval of the site plan, subject to any remaining staff comments. J5  Commissioner Streit questioned if the additional queuing spaces would provide any real relief to the area. Joel Jackson, a representative for the applicant, advised that this renovation would extend the queuing space significantly, exceeding the currently exist ing schools of the district. This should improve the traffic congestion at peak times.  Commissioner Inman questioned if the additional pavement work would affect storm water management. Mr. Jackson advised that the current detention pond was undersized for the project, and as part of the proposed updates, the detention basin would be improved to hold water to the 100 year mark, an increase to what it currently holds. Commissioner Hoifeldt moved to approve a site plan for Eason Elementary School Addition & Renovation (605 SE Boone Drive), subject to any remaining staff comments. Commissioner Inman seconded the motion. Ayes: Broderick, Conley, Streit, Koshy, Inman, and Hoifeldt. Nays: None. Motion Carries. Since then, there have been parking lot and playground improvements made to the site. PROJECT DESCRIPTION The project includes a 9,900 square foot building addition at the northeast side of the building and renovation of the parking lot and pavement areas along the south and east sides of the site. In addition, the applicant will install a right turn lane off of SE Boone Drive. ACCESS AND PARKING The primary access to the site for parent pick-up and drop-off is the most south access off of SE Boone Drive. There are two other access points off of SE Boone Drive intended for staff. The Zoning Ordinance requires 123 parking spaces for the elementary school. The site plan indicates 133 parking spaces across the site, including seven (7) accessible parking spaces. Pedestrian walkways will be installed around the building and throughout the site. UTILITIES Utilities already exist on site to serve the building and the proposed addition. Storm water management is being provided with a detention basin located at the northeast corner of the site. LANDSCAPING & OPEN SPACE A total of 20% open space is required for this site. The site plan indicates that 54.5% open space will be provided. A 30-foot landscape buffer will be provided on the east side of the property to provide screening for the residential properties to the east. ELEVATIONS The elevations of the building addition are proposed to be constructed of brick to match the existing building. April 23, 2020 3 of 3 LIGHTING PLAN The lighting plan for the site complies with all requirements of the Site Plan Ordinance. STAFF RECOMMENDATION The proposed site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan.
