AGENDA ITEM: Consideration of approval of a resolution approving a site plan for
Waukee Islamic Center
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Premier Companies is requesting approval of a site
plan for a religious center, located south of W. Hickman Road and west
of S. Warrior Lane, containing approximately 0.94 acres. The project
includes the construction of a single-story building that is proposed to be
5,490 square feet in area. A trash enclosure is proposed at the northwest
corner of the site.
The applicant has provided elevations for the proposed building, which
meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on June 9, 2020,
and recommended approval:
Approval of a Site Plan for Waukee Islamic Center (35 Laurel Street)
Senior City Planner, Melissa DeBoer, introduced the request for approval of a site plan for a new
religious center as submitted by the applicants, Sahabah Services and Premier Companies. The
property is generally located south of W Hickman Road and west of S Warrior Lane, containing
approximately 0.94 acres.
Mrs. DeBoer advised that the project includes the construction of a single-story building
approximately 5,490 square feet in area. A trash enclosure is proposed at the northwest corner of
the site. Two accesses are proposed to the site off if Laurel Street, with the east access being
shared with the existing businesses. A third access is shown from the north into the site. The site
plan identifies 50 parking spaces, meeting the minimum requirements, and a five foot wide
sidewalk will be constructed along the north side of Laurel Street. Public utilities exist to serve
the site, and storm water will be managed with the detention basin proposed on the north side of
the site. All landscape, open space, lighting, and elevation requirements have been met at this
time.
Staff would recommend approval subject to any remaining staff comments.
Commissioner Koshy questioned if there was any proposed monument signage. Mrs.
DeBoer advised that none was called out on the site plan at this time.

Commissioner Hoifeldt questioned if other events would take place at the center that may
exceed the parking provided. Jamie Myers, a representative for the applicant, advised that
the structure of the typical religious day at the center created a rolling attendance instead
of everyone arriving at the same time. There are some instances such as religions
holidays that a majority of the parking may be used, however, items like weddings have
not been mentioned.
Senior Planner, Andy Kass, made a comment to the commission that on street parking is
allowed on Laurel Street.
Commissioner Streit moved to approve the Site Plan for the Waukee Islamic Center ( 35 Laurel
Street) subject to any remaining staff comments. The motion was seconded by Commissioner
Koshy. Ayes: Ward, Broderick, Streit, Koshy, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR WAUKEE ISLAMIC CENTER (35 LAUREL
STREET)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Waukee Islamic Center, subject to remaining staff comments on June 9, 2020;
AND,
WHEREAS, the Site Plan for Waukee Islamic Center is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Waukee Islamic Center is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 15th day of June, 2020 that the Site Plan for Waukee Islamic Center is approved.

PROJECT DESCRIPTION
The project includes the construction of a single-story building for a religious center. The building is proposed
to be 5,490 square feet in area. A trash enclosure is proposed at the northwest corner of the site.
ACCESS AND PARKING
Two accesses are proposed to this site off of Laurel Street, with the one on the east side being a shared
access. There is a third access into this site from the site to the north.
A total of 49 parking spaces are required for the proposed site plan and the site plan identifies a total of 50
parking spaces being provided, including 3 accessible spaces.
SIDEWALKS/TRAILS
A five-foot wide sidewalk will be constructed to the south side of the site, along the north side of Laurel
Street. This will allow connectivity from existing sidewalks to both the west and east of the subject site.
UTILITIES
This site will be serviced with all public utilities. Water and sanitary will be brought in from the mains along
Laurel Street. Storm water will be managed with the detention basin proposed at the north side of the site.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the site is required to be open space. The total amount of open space proposed is 29%.
The applicant has provided the required amount of plantings per the landscaping ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed mostly of decorative CMU masonry veneer in
burnished block. The colors proposed are gray and white. Other proposed building materials include fiber
cement board panel siding, aluminum, and a fiberglass dome.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.

COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Mixed Use. The Mixed Use classification provides a
variety of uses that would serve the surrounding neighborhoods.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan subject to remaining staff comments.
