HomeMy WebLinkAbout2020-06-15-I04 Stratford Crossing Plat 5_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: June 15, 2020 AGENDA ITEM: Consideration of approval of a Final Plat for Stratford Crossing Plat 5 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Stratford Crossing, LLC, is requesting approval of a final plat for an approximately 6.55-acre subdivision located north of Hickman Road and west of NW 10th Street. The proposed final plat includes 28 lots for single-family residential development. The developer has completed extensions of public streets and utilities that will serve the plat. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request on May 12, 2020 and recommended approval: Approval of a Final Plat for Stratford Crossing Plat 5 Senior Planner, Andy Kass, introduced the request for approval of a final plat for Stratford Crossing Plat 5, as submitted by the applicant, Stratford Crossing LLC. The subject property is located north of Hickman Road and west of N. 10th Street, containing approximately 6.55 acres. Mr. Kass advised that the final plat indicates a total of 28 lots for single family residential development with modified minimum lot requirements. The minimum lot area is 7,150 square feet, with lot widths of 55 feet and above. Requirements such as a minimum 2 car garage, elevated façades, and minimum square footage are also included in the Planned Development documents. Mr. Kass advised that an extension of NW Georgetown Drive has been constructed to allow access to the lots. Sidewalks will be constructed along both sides of the street with each lot development. Utilities have been extended to provide service to each lot, and storm water detention will be accommodated in a regional pond to the north of the plat to be privately owned and maintained. At this time staff would recommend approval subject to remaining staff comments, review of the legal documents, and completion of public improvements. Commissioner Ward moved to approve the final plat for Stratford Crossing Plat 5 subject to remaining staff comments, review of the legal documents, and completion of public improvements. Commissioner Koshy seconded the motion. Ayes: Ward, Broderick, Conley, Streit, Koshy, Inman, and Hoifeldt. Nays: None. Motion Carries. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 15th day of June, 2020, that the Final Plat for Stratford Crossing Plat 5 be and the same is hereby accepted and approved by the City Council of the City of Waukee. Location and Size: Property is generally located north of Hickman Road and west of N. 10th Street containing approximately 6.55 acres more or less. In 2019, the Planning & Zoning Commission and City Council approved a preliminary plat for the property. PROJECT DESCRIPTION LOTS The final plat indicates a total of 28 lots for single family residential development. The lots are zoned R-2/PD-1 and are subject to the Planned Development Agreement that was approved as part of the rezoning for the Stratford Crossing development. The lots range in size from 7,437 square feet to 12,854 square feet. Table 1 below summarizes the minimum requirements for the lots within the plat. All lots meet the requirements of the zoning district. Table 1: Bulk Regulations applicable to the R-2/PD-1 zoning district. Five-foot wide sidewalks will be constructed along both sides of the streets throughout the plat with individual lot development. UTILITIES Utilities have been extended to provide service to each lot. Storm water detention will be accommodated in a regional pond to the north of the plat. The pond will be owned and maintained by an association. PARKLAND The remaining parkland dedication will be satisfied with future phases of the Stratford Crossing development. STAFF RECOMMENDATION Staff recommends approval of the final plat for Stratford Crossing Plat 5 subject to remaining staff comments, review of the legal documents, and completion of public improvements.
