HomeMy WebLinkAbout2020-07-06-H02 Stratford Crossing Rezoning Ordinance_PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 6, 2020 AGENDA ITEM: Public Hearing on an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 to C-1 (Stratford Crossing) FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: The applicant/property owner, Stratford Crossing, LLC, requests approval of a rezoning of approximately 0.18-acres of property located north of Hickman Road and west of NW 10th Street. The applicant is requesting rezoning to allow for the development of a commercial development. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their June 23, 2020 meeting and recommended approval: Approval of a Rezoning Related to a Change from A-1 (Agricultural District) to C-1 (Community & Highway Service Commercial District) [Stratford Crossing] Senior City Planner, Andy Kass, introduced the request as submitted by the applicant, Stratford Crossing LLC. The property is generally located north of Hickman Road and west of NW 10th Street, containing approximately 0.18 acres. Notification to adjacent property owners was mailed on June 15th, 2020. To date staff has not received any correspondence either for or against the proposed rezoning. Mr. Kass advised that this property was intended to be rezoned with the original 2017 rezoning of Stratford Crossing Development, but at the time was not within the corporate limits of the City. The annexation of the parcel was recently completed and the developer is requesting the rezoning to combine it with Outlot Y of Stratford Crossing Plat 1. No planned development or user exists for the outlot at this time. Staff recommends approval of the rezoning subject to any remaining staff comments. Commissioner Hoifeldt moved to approve the rezoning related to a change from A-1 (Agricultural District) to C-1 (Community & highway Service Commercial District) [Stratford Crossing]. The motion was seconded by Commissioner Inman. Ayes: Broderick, Streit, Koshy, Conley, Inman and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: The property was intended to be rezoned with the original zoning for the Stratford Crossing development in 2017, however, at that time it could not be incorporated into the rezoning request because it was not H2 within the corporate limits of the city. Annexation of the 0.18-acre parcel was recently completed and the developer now requests that the property be zoned C-1 so that it can be combined with Outlot Y of Stratford Crossing Plat 1.
