FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Spring Crest Partners, LLC, is requesting approval of
a final plat for an approximately 7.92-acre subdivision located south of
Locust Street and west of 11th Street. The proposed final plat includes 33
lots for single-family residential development. The developer has
completed extensions of public streets and utilities that will serve the
plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on April 14, 2020, and recommended approval:
Approval of a Final Plat for Spring Crest Plat 5
Senior Planner, Andy Kass, introduced the request for approval of a final plat as submitted by the
applicant, Spring Crest partners, LLC. The subject property is generally located south of Hickman
Road and west of 11th Street, Containing approximately 7.92 acres.
Mr. Kass advised that the final plat identifies a total of 33 lots for single family residential
development. All proposed lots meet or exceed the minimum lot requirements for the R-2 zoning
district. Cedar Street will provide access to the individual lots, and sidewalks will be constructed
as each lot develops. All public utilities will serve the lots, and Stormwater detention is provided
in the basins to the south that were constructed in previous phases of the development. These
basins will be privately owned and maintained by the Homeowner’s Association. Parkland
dedication has been satisfied with the Plat 4 dedication.
Staff would recommend approval of the final plat for Spring Crest Plat 5 subject to remaining
staff comments, review of the legal documents, and completion of public improvements.
Commissioner Hoifeldt moved to approve the Final Plat for Spring Crest Plat 5 subject to
remaining staff comments, review of the legal documents, and completion of public
improvements. Commissioner Streit seconded the motion. Ayes: Broderick, Ward, Streit, Koshy,
and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR SPRING CREST PLAT 5
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Spring Crest Partners, LLC, has requested final plat approval of Spring Crest Plat 5 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
April 14, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Spring Crest Plat 5 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 6th
day of July, 2020, that the Final Plat for Spring Crest Plat 5 be and the same is hereby accepted and
approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Lot A);
2. Sanitary Sewer Easement;
3. Overland Flowage Easement;
4. Storm Sewer Easement;
5. Public Utility Easement;
6. Amendment to Storm Water Management Facility Maintenance Covenant and Permanent
Easement Agreement;
7. Amendment to Storm Water Management Facility Maintenance Covenant and Permanent
Easement Agreement; and
8. Temporary Turnaround Easement.

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 33 lots for single family residential development. All proposed lots meet or exceed the
minimum lot width of 65 feet. The lots range in size from 8,450 square feet to 9,671 square feet. Table 1 below
summarizes the bulk regulations applicable to these lots.

STREETS AND TRAIL

UTILITIES
Utilities have been extended throughout the plat. Storm water detention is provided for this plat in basins to the south
that were constructed with previous phases of the development. The Homeowners Association for the neighborhood
will own and maintain the detention basins.

Parkland was previously dedicated with Plat 4 to satisfy parkland dedication requirements.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Spring Crest Plat 5 subject to remaining staff comments, review of the
