HomeMy WebLinkAbout2020-07-06-J05 Spring Crest Plat 6_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: July 6, 2020 AGENDA ITEM: Consideration of approval of a Final Plat for Spring Crest Plat 6 FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: Spring Crest Partners, LLC, is requesting approval of a final plat for an approximately 8.70-acre subdivision located north of Cedar Street and west of 11th Street. The proposed final plat includes 42 lots for single-family residential development. The developer has completed extensions of public streets and utilities that will serve the plat. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request on April 14, 2020, and recommended approval: Approval of a Final Plat for Spring Crest Plat 6 Senior Planner, Andy Kass, introduced the request for approval of a final plat as submitted by the applicant, Spring Crest partners, LLC. The subject property is generally located south of Hickman Road and west of 11th Street, Containing approximately 8.70 acres. Mr. Kass advised that the final plat identifies a total of 42 lots for single family residential development. All proposed lots meet the regulations of the Planned Development Overlay, which allows for smaller lots than that of the general R-2 zoning district. . Locust Street will provide access to the individual lots, and sidewalks will be constructed as each lot develops. All public utilities will serve the lots, and Stormwater detention is provided in the basins to the south that were constructed in previous phases of the development. These basins will be privately owned and maintained by the Homeowner’s Association. Parkland dedication has been satisfied with the Plat 4 dedication. Staff would recommend approval of the final plat for Spring Crest Plat 5 subject to remaining staff comments, review of the legal documents, and completion of public improvements. Commissioner Hoifeldt moved to approve the Final Plat for Spring Crest Plat 6 subject to remaining staff comments, review of the legal documents, and completion of public improvements. Commissioner Streit seconded the motion. Ayes: Broderick, Ward, Streit, Koshy, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat. All proposed lots meet or exceed the minimum lot width of 55 feet. The lots range in size from 7,150 square feet to 8,217 square feet. No trails will be constructed along the public streets. Five-foot-wide sidewalks will be installed as each lot is developed. UTILITIES Utilities have been extended throughout the plat. Storm water detention is provided for this plat in basins to the south that were constructed with previous phases of the development. The Homeowners Association for the neighborhood will own and maintain the detention basins. April 10, 2020 3 of 3 PARKLAND Parkland was previously dedicated with Plat 4 to satisfy parkland dedication requirements.
