HomeMy WebLinkAbout2020-08-03-I02 Autumn Valley Rezoning_2ND READ AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: August 3, 2020 AGENDA ITEM: Consideration of approval of an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from A-1 Agricultural District to R-2 (One & Two Family Residential District) and R-4 (Row Dwelling & Townhome District) [Autumn Valley] [second reading] FORMAT: Ordinance SYNOPSIS INCLUDING PRO & CON: Following the public hearing, the applicant has provided staff with a concept that shows the alignment of 10th Street being shifted to the east to align with the Clayton Estates development. A concept has also been provided which kept the original alignment as proposed at the public hearing but revised the layout and configuration of the townhomes east of 10th Street so that no townhomes would be backing up to existing homes within Clayton Estates. It is staff’s understanding that the second scenario (revised townhome layout) was discussed with adjoining residents following the public hearing meeting. In either scenario, the proposed zoning district alignments remain the same and it comes down to overall street alignments, which are typically determined at the time a preliminary plat is submitted for consideration. If the concept is preferred which includes shifting 10th Street to the east, staff will want to continue to work with the developer on the alignment of 10th Street north of Waukee Avenue as the concept does impact setback requirements of existing homes in Clayton Estates that were never intended to be corner lots. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: RECOMMENDATION: From a land use perspective, the proposed rezoning request is consistent with the Imagine Waukee 2040 Comprehensive Plan. The final alignment of 10th Street and the location of townhome lots will need to be established as a part of a preliminary plat submittal assuming the rezoning request moves forward.
