AGENDA ITEM: Consideration of approval of a resolution approving final plat for Cove at
Kettlestone Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant, Hawthorne Pointe, LLC is requesting
approval of a final plat for approximately 7.38 acres located at the southwest
corner of SE University Avenue and SE Waco Place. The property had
previously been platted as one large lot. The proposed final plat would
subdivide the property into three commercial lots ranging in size between 1.10
acres and 4.55 acres.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed the final plat request at their meeting on July 14, 2020 and
recommended approval:
Approval of a Final Plat for Cove at Kettlestone Plat 3
Senior Planner Andy Kass, introduced the request for approval of a final plat for a commercial
subdivision as submitted by the applicant, Hawthorne Pointe, LLC. The subject property is
located south of SE University Avenue and west of SE Waco place, containing approximately
7.38 acres.
Mr. Kass advised that the applicant is seeking to divide the existing lot into three separate lots.
Lot 1 contains approximately 1.72 acres. Lot 2 contains approximately 1.10 acres, and Lot 3
contains approximately 4.55 acres. This development would not require any street extensions
or construction. Access points are identified off of SE Bishop Drive, SE University Avenue,
and SE Waco Place. A 10 foot wide trail will be installed on the east side of Lot 3 within the
development phase and sidewalks will be installed as each lot is developed along other street
frontages. All utilities are extended to serve the site and Stormwater detention will be
accommodated as each lot develops.
At this time staff recommends approval of the final plat for Cove at Kettlestone Plat 3 subject
to remaining staff comments and review of legal documents.
Commissioner Hoifeldt moved to approve the Final Plant for Cove at Kettlestone plat 3
subject to remaining staff comments and review of legal documents. Commissioner Streit
seconded the motion. Ayes: Inman, Koshy, Hoifeldt, Ward, and Streit. Nays: None. Motion
Carries.

STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR COVE AT KETTLESTONE PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Hawthorne Pointe, LLC has requested final plat approval of Cove at Kettlestone Plat 3 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
July 14, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Cove at Kettlestone Plat 3 and the documents relating thereto will comply
with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 3rd
day of August, 2020, that the Final Plat for Cove at Kettlestone Plat 3 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of three (3) lots for commercial/retail development. The subject property is currently one
(1) lot and the applicant request approval to further divide the existing lot. Lot 1 is 1.72-acres in area. Lot 2 is 1.10-
acres. Lot 3 is 4.55 acres in area.
STREETS AND TRAIL
Access to the lots will be provided via SE Bishop Drive, SE University Avenue, or SE Waco Place.
A 10-foot wide trail will be installed on the east side of Lot 3 when it develops. Five-foot-wide sidewalks will be installed
as each lot is developed along other street frontages.
UTILITIES
Utilities were previously extended to serve the development as part of Cove at Kettlestone Plat 1. Storm water
detention will be accommodated as each lot develops.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Cove a Kettlestone Plat 3 subject to remaining staff comments and
