AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Elite Eye
Care (1350 SE University Avenue)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Elite Eye Care, requests approval of a site plan to allow the
construction of a 13,500 square foot building. The building is to be used for an
Elite Eye Care clinic. In addition to the eye clinic there are two tenant spaces
proposed on the east side of the building. Access to the site will be provided
from SE University Avenue and SE Bishop Drive.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the August 11, 2020 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Elite Eye Care (1350 SE University Ave)
Senior City Planner, Melissa DeBoer, introduced the request for approval of a site plan as submitted
by the applicant, Elite Eye Care, for an optometrist office. The property is generally located south of
SE University Avenue and west of SE Waco Place, containing approximately 1.72 acres.
Mrs. DeBoer advised that the project includes the construction of a single- story, multi-tenant building,
approximately 13,500 square feet in area. The building would house Elite Eye Care with
approximately 3,436 square feet available for a future tenant. The site plan also indicates a trash
enclosure on the southwest corner of the site, a monument sign at the northeast corner of the site, and
approximately 63 parking spaces. Access is provided from public streets to the south and north of the
site and sidewalks are proposed along these public streets and interior to the site. Public utilities will
serve the site, and storm water detention will be provided with a detention basin located on the west
side of the site. All landscaping, open space, elevation, and lighting requirements have been met at
this time.
Staff would recommend approval of the site plan, subject to any remaining staff comments.
Commissioner Streit questioned if there is a potential for a drive thru in the second tenant
space. Mrs. DeBoer advised that there are no cueing spaces presented on the site plan,
indicating no use of a drive thru.

Commissioner Streit questioned if the second tenant would be GNC as their sign is used in the
elevations. Jim Trinell, a representative for the applicant, advised that the signage on the
elevation was for presentation purposes only to indicate the maximum signage allowances to
the applicant. There is no known second tenant at this time.
Commissioner Broderick moved to approve a site plan for elite Eye Care (1350 SE University Ave)
subject to any remaining staff comments. The motion was seconded by Commissioner Streit. Ayes:
Streit, Conley, Koshy, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address that last
remaining comments. Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR ELITE EYE CARE
(1350 SE UNIVERSITY AVENUE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Elite Eye Care, subject to remaining staff comments on August 11, 2020; AND,
WHEREAS, the Site Plan for Elite Eye Care is in general conformance with §160 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Elite Eye Care is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 21st day of August, 2020 that the Site Plan for Elite Eye Care is approved subject to
remaining staff comments.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements related to the site plan to be filed with the Dallas County Recorder:

PROJECT DESCRIPTION
The project includes the construction of a single-story, multi-tenant building. The building is proposed to be
about 13,500 square feet in area. The majority of the building will be the space for Elite Eye Care (10,080 sq
ft) and a smaller tenant space (3,436 sq ft) will be available for a future tenant. The main entrance to the
building is located on the north side, facing SE University Avenue.
A trash enclosure is proposed at the southwest corner of the site and a monument sign is shown at the
northeast corner of the site, along SE University Avenue.
ACCESS AND PARKING
There are two accesses into this site from the public streets. One is located to the south off of SE Bishop
Drive and this is a shared access with the dentist office to the west. The other access is located to the north
off of SE University Avenue.
A total of 41 parking spaces are required for this facility. The total amount of parking proposed is 63 spaces
including 3 accessible stalls. The site plan also identifies a bicycle rack located on the north side of the building.
The proposed site plan meets the parking requirements. The site plan also calls out an area at the south side
of the site as future parking; this includes a possibility of 18 spaces if needed at some point in the future.

SIDEWALKS/TRAILS
Five foot wide sidewalks will be installed along SE Bishop Drive on the south and SE University Avenue on the
north. Sidewalks are proposed interior to the site in order to provide pedestrian connections from the
parking lot to the proposed building and around the building.
UTILITIES
This site will be serviced with all public utilities. Water and sanitary sewer will be brought in from the mains
located to the south along SE Bishop Drive. Storm water detention will be provided with a detention basin
located at the west side of the site.
LANDSCAPING & OPEN SPACE
A minimum of 15% of the project area is required to be open space. The total amount of open space
proposed is 39%. The landscape plan meets the requirements of the Landscape and Open Space Ordinance
and the Kettlestone Design Guidelines.
ELEVATIONS
The elevations of the building are proposed to be constructed mostly of composite wood siding, brick,
architectural metal accents, aluminum storefront system and a metal roof.
MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Community Commercial. The Community
Commercial classification provides a variety of uses that would serve the community and are located along
minor or major arterials.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan for Elite Eye Care subject to remaining staff comments.
