Greenway Improvements Phase 2]

SYNOPSIS INCLUDING PRO & CON: The extent of the work on this project is the
furnishing of all labor, equipment and materials for the construction of approximately 5,479 LF of
10’ wide, 6” thick PCC trail with associated earthwork; 745 LF of 5’ wide, 6” thick PCC
sidewalk with associated earthwork; 22 bollard lights along trail; one (1) floating fountain in
existing pond; diffusion aeration system in existing pond; three (3) rest areas that include PCC
pavement, benches, bike racks, litter receptacles, and drinking fountain; landscaping that includes
deciduous overstory and understory trees, evergreen trees, shrubs, sod, native seed areas;
irrigation system that utilizes the pond as water source and includes pump station with water
meter and backflow assembly, pop-up sprinklers and turf rotors, and all necessary system
components; limited storm sewer to include 18” and 36” CL.III RCP, 24” and 36” diameter SW-
512 intakes, concrete flared end sections; electric distribution system that includes transformer,
meter socket, cabinets and panel boards to supply site lighting and fountain pump systems.
The City received bids on August 25, 2020 with seven contractors submitting bids. Caliber
Concrete, LLC submitted the low bid in the amount of $785,047.14, which is approximately 42%
below the engineer’s estimate of $1,358,507.50. There was one irregularity with an extended
dollar amount for bid item no. 4 noted on the attached bid tab. The designer was able to inform
the contractor of the discrepancy and confirmed they are comfortable with their submitted bid and
have a complete understanding of the project scope.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $785,047.14
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommends awarding the project to Caliber
Concrete, LLC of Adair, IA in the amount of $785,047.14.
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE KETTLESTONE GREENWAY
IMPROVEMENTS PHASE 2
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Kettlestone Greenway Improvements Phase 2, described in the plans
and specifications heretofore adopted by this Council on August 17, 2020, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor: Caliber Concrete, LLC, of Adair, IA
Amount of bid: $785,047.14
Portion of project: All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.
PASSED AND APPROVED this 31st day of August, 2020.

RE: Summary of Bid Opening
Kettlestone Greenway Improvements Phase 2, Project No. 18309
Dear Mr. Deets:
Seven bids were received on August 25, 2020 for the Kettlestone Greenway Phase 2 Improvements
project. All bids were under the Opinion of Probable Cost. The apparent low bid submitted by Caliber
Concrete, LLC is deemed responsive, with one irregularity that is noted in the attached bid summary.
The extended amount for the line item Clear & Grubb does not equal the quantity multiplied by the unit
price which results in a bid total that is $9,000 lower than it should be. Caliber would still be the low bid
even if given the opportunity to correct this.
All Star Concrete, LLC also has several extended amounts that do not calculate and are noted.
Therefore, we are recommending award of the contract to Caliber Concrete, LLC.
