SYNOPSIS INCLUDING PRO & CON: The Waukee City Council adopted the updated Dallas
County Hazard Mitigation plan in 2018. The city of Waukee is seeking federal
grant dollars to install future outdoor warning sirens. The sirens have been
added to the plan as a priority due to the growth of the city.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: There is no cost to the adoption.
The adoption is a requirement to request funds from FEMA in the event of
certain disasters. Adopting the plan can facilitate receiving federal assistance.
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: The fire department was involved in updating City of
Waukee information and planning for the mitigation document.
RECOMMENDATION: Approve the resolution.

RESOLUTION 2020-
ADOPTING THE AMENDMENT TO THE DALLAS COUNTY
MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Iowa is a duly organized municipality within Dallas County;
AND,
WHEREAS, the City of Waukee regularly considers mitigation actions to reduce the loss of life
and damage to property within corporate limits; AND,
WHEREAS, the City of Waukee recognizes a need for additional mitigation measures based on
the existing threat of severe weather and related absence of outdoor warning capabilities based
on the annexation of additional land; AND,
WHEREAS, if not addressed, the community may be at increased vulnerability to severe
weather or tornado due to a lack of warning; AND,
WHEREAS, use of outdoor warning sirens are successful at providing advanced notice of
severe weather for those outdoors; AND,
WHEREAS, the City of Waukee seeks to amend the Dallas County Multi-Jurisdictional Hazard
Mitigation Plan by adding mitigation action item “Waukee-4”, attached hereto as an exhibit;
AND,
WHEREAS, upon approval of this resolution and related amendment a copy shall be sent to the
Dallas County Board of Supervisors for adoption and subsequently Dallas County Emergency
Management Agency for filing.
NOW THEREFORE BE IT RESOLVED by the City of Waukee City Council in session this
21st day of September, 2020, that it hereby approves and adopts the Amendment to the Dallas
County Multi-Jurisdictional Hazard Mitigation Plan.

Mitigation Plan

General Background:
The City of Waukee seeks to advance mitigation measures and improve public warning through
use of outdoor warning sirens. For a mitigation objective to qualify for federal funding through
mitigation related grant programs, the city must include the proposed mitigation action within the
current adopted mitigation plan. Recent annexation has created additional need for outdoor
warning based on an the existing threat of severe weather and tornadoes as referenced in the Risk
Assessment section of the Dallas County Multi-Jurisdictional Hazard Mitigation Plan “Plan.”
Amendments to the Plan are permitted provided they follow the maintenance strategy identified
within the Plan.
Plan Maintenance Process
Evaluation of mitigation progress can be achieved by monitoring changes in vulnerabilities
identified in the plan. Changes in vulnerability can be identified by noting:
•Decreased vulnerability as a result of implementing recommended actions,
•Increased vulnerability as a result of failed or ineffective mitigation actions, and/or
•Increased vulnerability as a result of new development (and/or annexation).
Reviews and updates to this plan will:
•Consider changes in vulnerability due to action implementation,
•Document success stories where mitigation efforts have proven effective,
•Document areas where mitigation actions were not effective,
•Document any new hazards that may arise or were previously overlooked,
•Incorporate new data or studies on hazards and risks,
•Incorporate new capabilities or changes in capabilities,
•Incorporate growth and development-related changes to inventories, and
•Incorporate new action recommendations or changes in action prioritization.
•Pursuant to 44 CFR §201.6(c)(4)(iii): [The plan maintenance process shall include a]
discussion on how the community will continue public participation in the plan
maintenance process.
Updating of the plan will be by written changes and submissions, as the Dallas County HMPC
deems appropriate and necessary, and as approved by the Dallas County Board of Supervisors
and the governing boards of the other participating jurisdictions.
