HomeMy WebLinkAbout2020-09-21-I04 Ashley Acres_Preliminary Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: September 21, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat for Ashley Acres FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a revised preliminary plat for an approximately 68.79-acre subdivision generally located north of NW Little Walnut Creek Drive and west of N. Warrior Lane. The preliminary plat identifies 183 lots for future single family residential development. The lots range in size from 8,775 to 27,249 square feet in area. The preliminary plat indicates that the lots will be developed over the course of two phases. Street and utility improvements will be made as part of the public improvements. Five new public streets will be constructed as part of the overall development. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on September 15, 2020, and recommended approval: Approval of a Preliminary Plat for Ashley Acres Senior Planner, Andy Kass, introduced the request for approval of a preliminary plat for a residential subdivision as submitted by the applicant Ashley Acres, LLC. The subject property is generally located north of NW Little Walnut Creek Drive and west of Warrior Lane and contains approximately 68.79 acres. The subject property was rezoned in the spring of 2020. Since the rezoning, the revised lay out in the preliminary plat no longer includes the street connection into the Sahu Acres neighborhood to the south. Mr. Kass advised that the preliminary plat identifies a total of 183 lots, all of which meet or exceed the zoning requirements of the R-2 zoning district. The preliminary plat identifies five new public streets, all of which will be considered a local street save street 05 which is identified as a minor collector street. Sidewalks will be installed as each lot develops and no trails are planned as part of this development. Public utilities will be extended to serve the site and storm water detention will be provided within Outlots W, X, and Y. these Outlots will be owned and maintained by a homeowners association. I4 At this time staff recommends approval of the preliminary plat subject to any remaining staff comments.  Commissioner Koshy questioned what the end of NW Little Walnut Creek Road would look like. Mr. Kass advised that it would remain a dead end. Commissioner Broderick moved to approve the Preliminary Plat for Ashley Acres. Commissioner Hoifeldt seconded the motion. Ayes: Koshy, Inman, Broderick, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat meets the intent and the requirements of the Zoning and Subdivision Ordinance. Location and Size: Property is generally located north of NW Little Walnut Creek Drive and west of Warrior Lane containing approximately 68.79 acres more or less. Since the Commission reviewed the rezoning request, the layout for the development have changed slightly. The previous layout identified a connection to NW Little Walnut Creek Drive, however, during the rezoning process the applicant revised the layout to not include a connection to the south through the Sahu Acres neighborhood. PROJECT DESCRIPTION LOTS The preliminary plat identifies a total of 183 lots that are intended for single family residential development. All lots are zoned R-2 and comply with the minimum requirements of the R-2 zoning district. The lots range in size from 8,775 square feet to 27,249 square feet. Table 1 below summarizes the requirements of the R-2 district. All streets will be considered local streets with the exception of one street, Street 05, which will be considered a minor collector street. Street names are still being considered at this time. No trails are planned as part of this portion of the development. Five foot wide sidewalks will be installed as each lot is developed. September 11, 2020 3 of 3 UTILITIES Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary sewer and public water main will be extended from the east to service the individual lots. Storm water detention will be provided within Outlots W, X, and Y. The outots will be owned and maintained by a homeowners association. EASEMENTS All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated on the lots that are adjacent to N. Warrior Lane. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments.
