AGENDA ITEM:Consideration of approval of a resolution approving Agreement for
Professional Consulting Services with Calhoun-Burns and Associates, Inc.
[Broderick Pond Reconstruction, Douglas Parkway Bridge over tributary to
Little Walnut Creek, Recreation Trail Underpass of Douglas Parkway)
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The work to be performed by Calhoun-Burns and
Associates, Inc. under this agreement shall encompass and include detailed work, services, materials,
equipment and supplies necessary to complete analysis and design for the project. The project is
anticipated to progress through four phases as listed below.
Phase I Geotechnical/Permitting/Survey Services
Phase II Preliminary Design Services
Phase III Final Design Services
Phase IV Bidding and Construction Administration Services
City staff anticipate this project being the first of multiple projects to create a greenbelt trail amenity
project, similar to the trail and pond improvement projects in the Kettlestone development. This future
greenbelt project will connect improve the existing Broderick pond and connect a trail to the Clive
Greenbelt trail to the northeast, the Raccoon River Valley Trail along Hickman Rd to the south and
Triumph Park to the west. The improvements to the pond not only create a greenbelt trailside amenity,
they will also allow the City to implement best stormwater management practices by creating
detention, wetlands and improving overall stormwater quality. These improvements will provide
benefit not only to Waukee citizens but also to communities downstream in the Walnut Creek
watershed.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
Phase I – Geotechnical/Permitting/Survey Services
A.Administrative Services; Permitting
and Geotechnical Investigations: $ 9,950.00
B.Site Survey and Mapping, design and
Plan Preparation, Construction Admin: $ 17,500.00
C.Permitting and Coordination: $ 4,450.00
D.Geotechnical Investigations: $ 12,200.00
Total: $ 44,100.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Total design services for phases I thru IV is estimated to be
$190,000.00. The total project cost is estimated to be $2,902,500.00
RECOMMENDATION: Staff recommends approve of the resolution and agreement.

RESOLUTION 2020-
APPROVING AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES WITH
CALHOUN-BURNS AND ASSOCIATES, INC. [BRODERICK POND RECONSTRUCTION,
DOUGLAS PARKWAY BRIDGE OVER TRIBUTARY TO LITTLE WALNUT CREEK,
RECREATION TRAIL UNDERPASS OF DOUGLAS PARKWAY]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City requires professional services related to the Phase I analysis and design for
certain specific elements of the Douglas Parkway Extension Project; AND,
WHEREAS, City staff recommends retaining the services of Calhoun-Burns and Associates, Inc., for
said professional consulting services.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Agreement for Professional Consulting Services with Calhoun-Burns and Associates, Inc. [Broderick
Pond Reconstruction, Douglas Parkway Bridge Over Tributary to Little Walnut Creek, Recreation
Trail Underpass of Douglas Parkway] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 5th day of October, 2020.
