AGENDA ITEM: Consideration of approval of a resolution approving a final plat for The
Reserve at Daybreak Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 15.58-acre subdivision generally located north of
Ashworth Road and west of Ute Avenue. The plat includes 28 lots for
single-family residential development. The lots range in size from 13,000
square feet to 36,000 square feet in area.
Public improvements have been completed for the subdivision and all
lots will be served by public utilities.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on September 29,
2020, and recommended approval:
Approval of a Final Plat for The Reserve at Daybreak Plat 3
Senior Planner, Andy Kass, introduced the request for approval of a final plat for a residential
subdivision as submitted by the applicant, The Reserve at Daybreak, LLC. The subject property is
generally located north of Ashworth Road and west of Ute Avenue, containing approximately
15.58 acres.
Mr. Kass advised that the final plat identifies a total of 28 lots for single family residential
development that meet or exceed the minimum R-1 zoning regulations. Belmont Boulevard will
be extended as part of this plat along with a new street, Knottingham Circle. Five-foot wide
sidewalks will be constructed along both sides of the streets throughout the plat with individual
lot development. All public utilities have been extended throughout the plat, and parkland
dedication was satisfied with The Reserve at Daybreak Plat 1.
At this time staff would recommend approval of the final plat subject to remaining staff
comments, review of the legal documents, and completion of the public improvements.
Commissioner Koshy moved to approve the final Plat for The Reserve at Daybreak Plat 3. The
motion was seconded by Commissioner Broderick. Ayes: Ward, Koshy, Inman, Streit, Broderick,
and Hoifeldt. Nays: None. Motion Carries.

STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the Zoning and Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Final Plat for The Reserve at
Daybreak Plat 3.

APPROVING THE FINAL PLAT FOR THE RESERVE AT DAYBREAK PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, The Reserve at Daybreak, LLC, has requested final plat approval of The Reserve at Daybreak
Plat 3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
September 29, 2020, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Reserve at Daybreak Plat 3 and the documents relating thereto will
comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 5th
day of October, 2020, that the Final Plat for The Reserve at Daybreak Plat 3 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Street Lots A & B)
2. Public Utility Easement;
3. Public Storm Sewer Easement;
4. Public Sanitary Sewer Easement;
5. Overland Flowage Easement;
6. Public Snow Storage Easement;
7. Public Landscape Buffer Easement; and
8. Storm Water Management Facility Maintenance Covenant & Permanent Easement

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 28 lots for single family residential development. Table 1 below summarizes the bulk
regulations applicable to these lots. All proposed lots meet or exceed the minimum lot width of 80 feet. The lots range
in size from approximately 13,000 square feet to 36,000 square feet.

STREETS AND TRAILS

streets throughout the plat with individual lot development.
No trails are included as part of this plat.
UTILITIES
All public utilities have been extended throughout the plat. Sanitary is provided from the mains located to the north and
west. Water main has been extended from the west. Storm water in this plat will eventually outlet to the creek located
to the north of this plat.
