HomeMy WebLinkAbout2020-10-05-J06 Landing at Kettlestone_Final Plat AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: October 5, 2020 AGENDA ITEM: Consideration of approval of a resolution approving a final plat for Landing at Kettlestone FORMAT: Resolution SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat for an approximately 23.17-acre subdivision generally located south of SE University Avenue and north of SE Prairie Park Lane. The plat includes 107 lots total. The lots range in size from 4,754 square feet to 13,569 square feet in area. As part of the rezoning of the property, a planned development was approved to allow for the smaller lots and to require specific architectural features including 25% brick and stone, prohibition of vinyl siding, and adjacent homes cannot share the same elevation. Public improvements have been completed for the subdivision and all lots will be served by public utilities. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the request at their meeting on May 12, 2020, and recommended approval: Approval of a Final Plat for Landing at Kettlestone Senior Planner, Andy Kass, introduced the request for approval of a final plat as submitted by the applicant Kenyon Hills Ridge, LLC. The subject property is generally located south of SE University Avenue and north of SE Prairie Park Lane containing approximately 23.17 acres. The area was rezoning in 2018 to allow for a reduced lot size single family development. Mr. Kass advised that the final plat identifies a total of 107 lots for single- family residential development ranging in size from 4,754 square feet to 13,569 square feet. The requirements for these lots would allow for lot widths as narrow as 50 feet, minimum lot depths of 50 feet, and reduced front, rear, and side yard setbacks. The planned development also advises that the products provided must have a two car garage, elevated siding product, 25% stone on the front of the home, and three trees and three shrubs on each lot. Single story homes must be a minimum of 1300 square feet in size, and two-story homes must be a minimum of 1400 square feet in size. Mr. Kass advised that public improvements include the construction of 4 public streets, five foot sidewalks throughout the development, and a ten foot wide trail on the east side of SE Parkview Crossing Drive. Public utilities have been provided to services each lot. Out lots Y & Z will J6 provide detention for the plat and will be maintained by the Homeowner’s Association. A regional storm water point was constructed on the property to the north of lots 95 and 96 to serve as detention for future development, and will be maintained by the owner of that property. At this time staff would recommend approval subject to remaining staff comments, completion of public improvements, and review of the legal documents.  Commissioner Inman questioned of the large pond would drain into the smaller ones. Mr. Kass advised the large regional basin would not drain into the smaller detention ponds.  Commissioner Streit questioned if staff had received any complaints as it was well known that water run off was an issue on this property. Mr. Kass advised staff had not received any complaints to date, and that the storm water management would adequately address the water requirements of the development to not cause negative impacts to surrounding properties.  Commissioner Inman questioned what the proposed cost of the product would be, and cost of the Homeowner’s Association. Mr. Kass advised that staff had not been provided final anticipated costs at this time.  Commissioner Inman and Broderick questioned if the City anticipated doing yearly pond inspections. Mr. Kass advised that the City does not have the capacity to own all of the ponds in the city. During creation, the ponds are inspected until the DNR Permit #2 expires. While the City does not have the staff to do the inspections, there are requirements to have a third party inspect the ponds. Commissioner Broderick moved to approve a final plat for Landing at Kettlestone subject to any remaining staff comments, completion of public improvements, and review of the legal documents. Commissioner Streit seconded the motion. Ayes: Ward, Broderick, Conley, Streit, Koshy, Inman, and Hoifeldt. Nays: None. Motion Carries. STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the intent and the requirements of the Zoning and Subdivision Ordinance. The property is 23.17- acres in area. The subject property was rezoned in 2018 to allow for single-family residential subdivision with reduced setbacks, lot areas, lot widths, and lot depths. PROJECT DESCRIPTION LOTS The final plat identifies a total of 107 lots for single-family residential development. The lots range in size from 4,754 square feet to 13,569 square feet. All lots meet or exceed all requirements established with the planned development that was approved with the rezoning. The requirements are summarized in Table 1 below and compared to the typical standards of the R-2 District. Table 1: Standard R-2 requirements in comparison to the Planned Development. STREETS AND TRAIL As part of the public improvements, the developer is in the process of constructing four public streets, including, SE Mesa Drive, SE Booth Avenue, SE Drumlin Drive, and SE Parkview Crossing Drive. A ten-foot-wide trail will be required along the east side of SE Parkview Crossing Drive. Five-foot wide sidewalks will be required along all other streets as each lot develops. UTILITIES Utilities have been provide to service each lot. A regional storm water pond was constructed on the property to the north of Lots 95 and 96. The owner of the property to the north will be responsible for the maintenance of the pond. The regional pond will serve as detention for future development to the north as well. Outlots Y and Z will also provide detention for the plat. These outlots will be owned and maintained by the homeowners association for the development. EASEMENTS All proposed easements have been indicated on the final plat. STAFF RECOMMENDATION All proposed lots meet the minimum requirements of the Zoning Ordinance, the final plat is in general conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the Comprehensive Plan. Staff recommends approval of the final plat subject to remaining staff comments, completion of public improvements, and review of the legal documents.
