AGENDA ITEM: Consideration of approval of a resolution approving a site plan for O’Reilly
Auto Parts (50 W Hickman Road)
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: O’Reilly Auto Parts, requests approval of a site plan to
allow the construction of a single-story, 7,735 square foot building. A trash
enclosure is provided at the southeast corner of the building.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the September 29, 2020 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for O’Reilly Auto Parts (50 W Hickman Road)
Senior Planner, Andy Kass introduced the request for approval of a site plan for an auto parts store as
submitted by the applicant, O’Reilly Automotive Stores, Inc. the subject property is generally located
south of W. Hickman Road and west of S Warrior lane, containing approximately 1.18 Acres.
Mr. Kass advised that the site plan indicates the construction of a single-story auto parts store
approximately 7,735 square feet in size. The site plan also indicates a trash enclosure on the southeast
corner of the building. Access is provided from the north side of the site via a shared access drive, and
from the southeast corner of the site through a different shares access area. The site will be services
with all public utilities and Stormwater will be managed with the detention basin proposed on the west
side of the site. At this time, the parking, landscaping and open space, elevations, and lighting plans
meet the requirements of the site plan ordinance.
Staff would recommend approval for the site plan subject to any remaining staff comments.
Commissioner Koshy questioned if the main entrance for the Islamic Center is to the
South. Mr. Kass advised that was correct.
Commissioner Koshy questioned if there is the potential for users for either building
to cut through the parking lots. Mr. Kass advised that it was possible, but that
Hickman Road is a right in, right out only access point.

Commissioner Hoifeldt moved to approve the site plan for O’Reilly Auto Parts subject to any staff
comments. Commissioner Inman seconded the motion. Ayes: Ward, Koshy, Inman, Streit, Broderick,
and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution subject to remaining staff comments.

APPROVING THE SITE PLAN FOR O’REILLY AUTO PARTS
(50 W HICKMAN ROAD)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for O’Reilly Auto Parts, subject to remaining staff comments on September 29,
2020; AND,
WHEREAS, the Site Plan for O’Reilly Auto Parts is in general conformance with §160 – Site
and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for O’Reilly Auto Parts is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 5th day of October, 2020 that the Site Plan for O’Reilly Auto Parts is approved subject to
remaining staff comments.

PROJECT DESCRIPTION
The project includes the construction of a single-story building for an auto parts store. The building is
proposed to be 7,735 square feet in area. A trash enclosure is proposed at the southeast corner of the
building.
ACCESS AND PARKING
Several accesses are proposed to this site from the surrounding properties. Two access points are provided at
the north side of the site off of the shared access drive, just south of Hickman Rd. A third access point is
provided into the site from the southeast corner. This access is also a shared access with the properties to
the south.
A total of 31 parking spaces are required for the proposed site plan and the site plan identifies a total of 35
parking spaces being provided, including 2 accessible spaces.
SIDEWALKS/TRAILS
No public sidewalks or trails are proposed with this project.
UTILITIES
This site will be serviced with all public utilities. Storm water will be managed with the detention basin
proposed at the west side of the site.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the site is required to be open space. The total amount of open space proposed is 25%.
The applicant has provided the required amount of plantings per the landscaping ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed mostly of concrete masonry unit, stone, and
EIFS. The trash enclosure will be attached to the building at the southeast corner and will be constructed of
the same concrete masonry unit to match the building.

MISCELLANEOUS:
The applicant has submitted a photometric plan and associated light fixture cut sheets. The lighting plan meets the
lighting requirements of the Site Plan Ordinance.
COMPREHENSIVE PLAN
The comprehensive plan classifies the subject property as Mixed Use. The Mixed Use classification provides a
variety of uses that would serve the surrounding neighborhoods.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval of the site plan subject to remaining staff comments.
