AGENDA ITEM: Public hearing on a proposed North Waukee Residential Urban Renewal
Plan for a proposed Urban Renewal Area in the City of Waukee, State of
Iowa
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: The City Council has identified affordable housing as
a strategic priority for the City. Consistent with that priority, staff has
prepared a proposed Urban Renewal Plan related to certain multi-family
developed areas within Waukee which if adopted would provide a
funding mechanism to further promote affordable housing developments
as well as fund public improvements that will be necessary related to the
development of these residential neighborhoods.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the proposed Urban Renewal Plan on
November 10, 2020 and recommended approval:
Approval of the North Waukee Residential Urban Renewal Area Plan
Development Services Director, Brad Deets, indicated that the City Council has
identified affordable housing as a priority during the recent strategic planning process
completed in June 2020. Mr. Deets described the area proposed to be located within the
urban renewal area as being located north of Hickman Road that includes existing
projects under construction and future developable area. The purpose of the proposed
urban renewal area is to assist the City in obtaining funds needed to complete
infrastructure projects and to implement policies and projects related to affordable
housing. Mr. Deets explained that by establishing the urban renewal area, the City would
be able to use Tax Increment Financing (TIF) for a period of 10 years to help fund public
infrastructure projects within the urban renewal area. Many of these projects are related
to the new high school site that are needed to be completed to support the transportation
network that surround the new high school. In addition to the added funding for
infrastructure projects, 30% of the funds generated would be placed within a low to
moderate income fund (LMI) that are to be used to for affordable housing projects or
programs. Mr. Deets indicated that the City Council has expressed interest in working
with the development community on a future project or projects to utilize the LMI funds

that are generated within the Urban Renewal Area. Mr. Deets indicated that estimates
show that $2.1 million in LMI funds and approximately $4.7 million in funding for public
infrastructure could be generated over the 10-year period. City staff held the required
consultations with Dallas County and the Waukee Community School District and no
comments were received from either entity.
Mr. Deets advised the Commission that staff recommend approval of the North Waukee
Residential Urban Renewal Area Plan.
Commissioner Inman questioned if the area would change the type of housing proposed
within it. Mr. Deets explained that it would not change the types of housing proposed
with the Urban Renewal Area.
Commissioner Hoifeldt questioned who applies for the LMI funds. Mr. Deets explained
that LMI funds can be used in a variety of ways, but it will depend on how the City
Council decides to use them.
Commissioner Inman questioned if the LMI funds have to be utilized in the same district
that they are generated in. Mr. Deets explained that they do not and can be used across
the city.
Commissioner Inman moved to approve the North Waukee Residential Urban Renewal
Area Plan. The motion was seconded by Commissioner Streit. Ayes: Inman, Koshy,
Streit, Broderick, and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff held a consultation with Dallas County Board of
Supervisors and Waukee Community School District on October 26,
2020 and no one attended. To date, staff has not received any
correspondence related to the proposed plan.
RECOMMENDATION: Hold the Public Hearing

Minutes of the Proposed North Waukee Residential Urban Renewal Plan
Consultation Meeting
City staff held a consultation regarding the proposed North Waukee Residential Urban Renewal
Plan on Monday, October 26, 2020 at 2:00 PM. The meeting was held via a Zoom Meeting at
Waukee City Hall West Conference Room. Notices of the consultation were mailed on October
6, 2020 to representatives of the Dallas County Board of Supervisors and Waukee Community
School District.
No one was in attendance at the consultation and staff closed the meeting at 3:05 PM.

RE:North Waukee Residential Urban Renewal Plan
To Whom It May Concern:
On November 10, 2020 at 6:00 PM, the Waukee Planning and Zoning Commission convened via a Zoom
electronic meeting for a regularly scheduled meeting. In accordance with the Iowa Code, the Commission
reviewed the proposed North Waukee Residential Urban Renewal Plan and found it to be consistent with the
City’s comprehensive plan for the development of the City of Waukee as a whole. Thee Planning and Zoning
Commission unanimously approved the proposed North Waukee Residential Urban Renewal Plan for
consideration by the City Council.
