for Autumn Valley
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for a 42.60-acre residential development located south of Spruce
Street and west of 9th Street. The plat includes 110 lots for single family
residential development and two (2) outlots for future townhome
development. Two (2) additional outlots are included within the plat for
parkland dedication and for regional stormwater detention. Extensions of
10th Street, Bel Aire Court, Northview Drive, Waukee Avenue are
identified on the preliminary plat. Landscape buffers will be required for
lots along 10th Street and on all sides of the townhome outlots. The
proposed development is shown to consist of three (3) phases.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on November 10,
2020, and recommended approval subject to remaining staff
comments:
Approval of a Preliminary Plat for Autumn Valley
Senior Planner, Andy Kass, introduced the request for approval of a preliminary plat for a
residential subdivision as submitted by the applicant, DR Horton. The subject property is
generally located south of Spruce Street and west of 9th Street, containing approximately 42.60
acres.
Mr. Kass advised that the preliminary plat identifies a total of 110 lots for single family
residential development that meet or exceed the minimum R-2 zoning regulations and two outlots
for future townhome development. Two additional outlots are intended for regional stormwater
detention and for parkland dedication. The property is to be developed over the course of three
phases beginning from south to north. Four public streets will be extended as part of the
development including, 10th Street, Waukee Avenue, Northview Drive, and Bel Aire Court. Trails
will be provided along 10th Street and Northview Drive. The remaining streets will have five-
foot-wide sidewalks. Public utilities will be extended to serve each lot.
Mr. Kass advised the Commission that staff recommend approval of the preliminary plat subject
to remaining staff comments.

Commissioner Broderick questioned if 10th Street is to be a divided boulevard street in the future.
Mr. Kass indicated that the developer is responsible for one lane of the street at the time of
development and when traffic numbers warrant, the City will be responsible for the boulevard
and the remaining lane in the future.
Commissioner Hoifeldt moved to approve the preliminary plat for Autumn Valley. The motion
was seconded by Commissioner Inman. Ayes: Inman, Koshy, Streit, Broderick, Ward, and
Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and the
Waukee Subdivision Ordinance. Staff is working with the applicant to
address the last few remaining comments.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Autumn Valley
subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Autumn Valley on November 10, 2020; AND,
WHEREAS, the Preliminary Plat for Autumn Valley is in general conformance with section
§303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 16th day of November, 2020 that the Preliminary Plat for Autumn Valley be approved
subject to remaining staff comments.

HISTORY
The subject property was rezoned in the summer of 2020 for a single family and medium density residential
development. The applicant has submitted the preliminary plat of the development for consideration.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 110 lots for single family residential development and two outlots for future
townhome development. Three phases of development are shown. All proposed single family lots are zoned R-2 and
comply with the minimum requirements of the R-2 zoning district. The lots range in size from 8,040 square feet to
11,435 square feet. Table 1 below summarizes the requirements of the R-2 district.

Outlots C and D are zoned R-4 for future townhome development. Site plans and further platting will be required when
these outlots develop. Outlot A is intended for Stormwater detention for the entire development. A homeowners
association will own and maintain Outlot A. Outlot B is proposed to be dedicated to satisfy parkland dedication
requirements.

STREETS AND TRAIL
The preliminary plat identifies extensions of four (4) new public streets. Extensions of Northview Drive, Bel Aire Court,
Waukee Avenue, and 10th Street will be constructed as part of the development.
A 10-foot wide trail will be constructed along the west side of 10th Street and the north side of Northview Drive. A trail
easement will be provided between Lots 74 and 75 to allow pedestrian access to the parkland. Five-foot wide sidewalks
will be constructed in all other areas.
UTILITIES
Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary sewer will be
extended from the south to service the individual lots. Water main connections are available from existing stubs to the
east and north. Storm water detention will be accommodated in the regional basin shown in Outlot A.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated on
the lots that are adjacent to 10th Street. Landscape buffers within Outlots C and D will be required on all sides of the
lots.
PARKLAND DEDCIATION
The applicant is required to dedicate parkland in an amount proportional to the anticipated number of residents in the
neighborhood. Based on the number of lots shown and the number of townhomes anticipated the applicant is required
to dedicated 2.75-acres of parkland to the City. The preliminary plat identifies Outlot B, which is 2.92-acres in area, to
be dedicated to satisfy this requirement.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat for Autumn Valley subject to remaining staff
comments.
