for Waukee Market Place Plat 3

SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for a 2.88-acre commercial development located south of Hickman
Road and west of SE Alice’s Road. The plat identifies two lots for
commercial development. The request is to replat the two lots in order to
adjust the sizes in order to allow Lot 1 to be sold and developed. Lot 2
has already been developed and contains the IHOP building that was
built in 2018.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on November 10,
2020, and recommended approval subject to remaining staff
comments:
Approval of a Preliminary Plat for Waukee Market Place Plat 3
Senior Planner, Melissa DeBoer, indicated that she would present agenda items 10, 11, and 12 at
the same time due to their interrelatedness. The request for approval of a preliminary plat, final
plat, and site plan for a commercial development as submitted by the applicant, Brian Ridge
Development. The subject property is generally located south of Hickman Road and west of SE
Alice’s Road, containing approximately 2.88 acres.
Ms. DeBoer advised that the project includes the replatting of two existing lots and the
construction of a Dupaco Credit Union. Ms. DeBoer indicated that Lot 1 of Waukee Market Place
Plat 2 and a portion of Lot 2 of Waukee Market Place Plat 2 would be replatted to create a larger
lot that is 2.88 acres in area. The proposed building is a two story 12,163 square foot building that
will house a Dupaco Credit Union. The main entrance to the building will be located in the
northeast corner of the building and a drive-through will be located on the south side of the
building. Access to the site is provided via private drives that connect to SE Alice’s Road and
Hickman Road. A total of 37 parking spaces are required and the site plan identifies 40 parking
spaces. Private utilities will service the site and stormwater will be detained in a pond in the front
of the site. Ms. DeBoer indicated that the building will be constructed of smooth face and split
face CMU block, glass storefront, and metal accents.

Ms. DeBoer advised the Commission that staff recommend approval of the preliminary plat, final
plat, and site plan subject to remaining staff comments and review of the legal documents.
Commissioner Koshy questioned how full access to the site will be provided in the future as the
existing development is difficult to navigate. Senior Planner, Andy Kass, indicated that full
access will be provided to the south at SE Laurel Street and SE Alice’s Road. Mr. Kass indicated
that the City is currently constructing an extension of SE Laurel Street that will connect to SE
Alice’s Road.
Commissioner Streit moved to approve the preliminary plat for Waukee Market Place Plat 3. The
motion was seconded by Commissioner Hoifeldt. Ayes: Inman, Koshy, Streit, Broderick, Ward,
and Hoifeldt. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and that
the applicant has successfully addressed all of the requirements within
the Waukee Subdivision Ordinance with the submittal of this preliminary
plat.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Waukee
Market Place Plat 3 subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Waukee Market Place Plat 3 on November 10, 2020; AND,
WHEREAS, the Preliminary Plat for Waukee Market Place Plat 3 is in general conformance
with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 16th day of November, 2020 that the Preliminary Plat for Waukee Market Place Plat 3 be
approved.

HISTORY
The subject property was platted as Lots 1 & 2 of Waukee Market Place Plat 2. The applicant has submitted a
final plat to plat the two lots in order to adjust the dividing line between the two lots to allow Lot 1 to be sold
and developed. Lot 2 has already been developed and contains the IHOP building that was built in 2018.
PROJECT DESCRIPTION
The preliminary and final plats identify a 2.88-acre plat that is to be platted into two lots. Lot 1 is 1.76 acres
and Lot 2 is 1.12 acres. As previously stated, Lot 2 contains the IHOP building and Lot 1 is currently vacant.
All necessary easements are identified on the final plat.
The site plan identifies the construction of a 12,163 square foot building for Dupaco Credit Union on
proposed Lot 1 of the final plat. The building includes two floors and a drive-thru. The building has a maximum
height of 38-feet. The main entrance into the building is located at the northeast corner and the drive-thru
window is located along the south side of the building. The site plan identifies a generator and trash enclosure
located along the west side of the site.
ACCESS AND PARKING
Multiple accesses are provided into this site from both Hickman Road and Alice’s Road. There are two
internal accesses provided into the site, one from the south along the shared access drive and one from the
west.
A total of 37 parking spaces are required for this site plus 6 queuing spaces for the drive-up windows. The
total amount of parking proposed is 40 spaces, including 3 accessible spaces. The proposed site plan meets the
parking requirements of the ordinance.
SIDEWALKS/TRAILS
A ten-foot wide trail exists along the east side of the site, along Alice’s Road. Several sidewalks will be installed
internal to the site in order to provide pedestrian connections from the parking lot to the building and to
adjacent lots.

UTILITIES
Sanitary sewer will be extended from the south of the site to serve the property. Water main exists on the
site and a service will be extended to the building. Storm water detention will be provided in a detention basin
located on the north side of the site.
LANDSCAPING & OPEN SPACE
A minimum of 20% of the project area is required to be open space. The total amount of open space
proposed is 51.4%. The plantings shown on the landscape plan meet the minimum requirements of the
Landscape & Open Space Ordinance.
ELEVATIONS
The elevations of the building are proposed to be constructed of a variety of smooth face and split face CMU
block, glass storefront system, and metal accents. All rooftop mechanical units will be screened by parapet
walls or screen walls. The generator/trash enclosure is proposed to be constructed of CMU block to match
the building.
PHOTOMETRIC PLAN
The site plan includes a photometric plan for the proposed site lighting. Site lighting includes building mounted
lighting and parking lot lighting. All proposed fixtures meet the requirements of the Site Plan Ordinance.
STAFF RECOMMENDATION
Staff recommends approval of the preliminary plat and final plat for Waukee Market Place Plat 3 and the site
plan for Dupaco Credit Union subject to remaining staff comments.
