SYNOPSIS INCLUDING PRO & CON: Universal Job description for Police Lieutenant within the
Waukee Police Department has been created to replace Police Lieutenant –
Patrol and Police Lieutenant - Investigations job descriptions.

STAFF REVIEW AND COMMENT: The City Administrator, Police Chief and Human Resource
Director recommend the approval of the job description.

APPROVING JOB DESCRIPTION
[POLICE LIEUTENANT, POLICE DEPARTMENT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the Police Chief proposes the creation of a universal Lieutenant job description;
AND,
WHEREAS, the universal Police Lieutenant job description will replace the Police Lieutenant –
Patrol and Police Lieutenant - Investigations existing job descriptions ; AND,
WHEREAS, the Police Chief and Human Resource Director recommend approving the job
description.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 8th day of July, 2019, that it hereby approves the job description for Police Lieutenant, Police
Department.

JOB DESCRIPTION
Job Title: Police Lieutenant Reports to: Police Chief
Dept/Div: Police Direct Reports: Sergeants
Union Status: Non-Represented FLSA Status: Exempt - Executive
Pay Grade: N3
JOB PURPOSE: Plans, organizes, oversees and coordinates the daily activities of a designated operational
division of the Police Department. Ensures the enforcement of law and order and the
protection of life, property and prevention of crime.
ESSENTIAL FUNCTIONS:
(Order of Essential Functions does not indicate importance of functions.)
1. Leads and directs the work of assigned division through selection, orientation, training, performance
management and discipline according to standard operating procedures, city policy and departmental rules
and regulations.
2. Determines needs for police action and directs and assigns subordinates in handling problems.
3. Assumes responsibility for department in absence of Police Chief.
4. Receives, reads and acts upon or prepares and transmits communications, instructions and policy to
division members.
5. Develops and implements division training programs.
6. Coordinates with all Lieutenants in the management of media relations and special operations.
7. Performs all essential functions of a Waukee Police Officer when needed.
8. Performs other duties or assumes other responsibilities as apparent or assigned.

9. Establish and maintain effective working relationships with other law enforcement agencies in matters
relating to the apprehension of offenders and the investigation of offenses.
10. Attentive to the City’s and Department’s standards for customer service, accuracy, quality, efficiency and
all city and departmental policies and procedures ensuring that all work performed and all staff members
meet those standards while exhibiting consistent treatment of all staff.
QUALIFICATIONS:
1. Bachelor’s Degree in law enforcement or a related field required.
2. Five years of full-time law enforcement experience required.
3. Two years of Waukee Police Sergeant experience required.
4. Bi-lingual and bi-cultural understanding preferred.
5. Knowledge of police administration, criminal law and crime investigation methods, animal control practices
and emergency management principles.

6. Knowledge of modern criminal identification and records and methods of procedures, rules of evidence,
laws governing the custody of person.
7. Able to analyze law enforcement problems and plan and supervise solutions.
8. Able to prepare accurate and comprehensive reports.
9. Must possess a valid Iowa Driver’s License and meet the requirements of the City’s motor vehicle policy.
10. Must be able to obtain and maintain an Iowa Professional Permit to Carry Weapons.
PHYSICAL REQUIREMENTS:
1. Must meet all minimum standards for Iowa Law Enforcement Officers per ILEA.
2. Able to perform all essential functions of the position while wearing required protective equipment.
3. Able to lift, pull, push up to 100 pounds unassisted when necessary.
4. Be responsive to verbal and visible signs of distress and alarms.
5. Able to remember names, faces and details of incidents.
6. Able to effectively communicate orally (in person and over the telephone) and in writing (using electronic
devices and handwritten) in English with other employees, vendors and the community.
WORKING CONDITIONS:
1. Position requires outdoor work where heat, cold, precipitation, and the results of weather and nature may
be encountered.
2. Position requires travel within and outside of the city which imposes common travel hazards.
3. Will be exposed to emergencies, stressful situations, and significant work place pressure.
4. Standard work hours must be flexible, will include days, evenings, over nights and weekends, may be
greater than 40 hours per week, and may be called to report to duty at any time.
5. To successfully fulfill the essential functions of this position, employee must maintain standard work hours
within Waukee Public Safety building.
6. There is no residency requirement for this position.
