Commons at Greenway Park Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for an approximately 27.05-acre subdivision generally located north of
Hickman Road and west of N. Warrior Lane. The plat includes one (1)
lot for a townhome development and six (6) outlots. Outlot W is for a
future phase of the townhome development and all other outlots are for
parkland dedication or future development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on June 25, 2019,
and recommended approval:
Approval of a Final Plat for The Commons at Greenway Park Plat 1
Senior Planner, Andy Kass, introduced the request for approval of a Final Plat for a residential
townhome development as submitted by the applicants, Signature Development of Iowa, LLC
and Phillip Broderick. The subject property is generally located north of Hickman Road and west
of N. Warrior Lane containing approximately 27.05 acres. The Commission recently reviewed a
preliminary plat for the same location in May of this year.
Mr. Kass advised that the Final Plat identifies one lot to be platted at this time. Lt 1 is proposed to
be 11.23 acres is area. Six outlots make up the rest of the property. Outlot W is 10.24 acres in
area and will be platted in the future for the second phase of the development. Outlot X and Z are
intended to be deeded to the City of Waukee for parkland dedication. Outlot Y will be deeded to
the YMCA and outlots U and V will be owned and maintained by the Broderick family until suck
a time development to the south occurs. Public improvements to be completed with the project
include the extension of NW Venture Drive, and five foot wide sidewalks on both sides of the
street.
At this time Staff recommends approval of the final plat for The Commons at Greenway Park Plat
1 subject to any remaining staff comments.

Commissioner Streit questioned if there is another connection between NW Venture Drive and
W. Hickman Road. Director of Development, Brad Deets, advised that City Staff is working with
the Broderick family with the future alignments of these access points.
Commissioner Streit moved to approve the Final Plat for the Commons at Greenway Park Plat 1.
The motion was seconded by commissioner Koshy. Ayes: Ward, Tietz, Streit, Hoifeldt, and
Koshy. Nays: None. Recused: Broderick. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the R-4/PD-1 Zoning District and that the
applicant has successfully addressed all of the requirements within the
Waukee Subdivision Ordinance with the submittal of this final plat.
RECOMMENDATION: Staff recommends approval of the Final Plat for The Commons at
Greenway Park Plat 1

APPROVING THE FINAL PLAT FOR THE COMMONS AT GREENWAY PARK PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, SIGNATURE DEVELOPMENT OF IOWA, LLC, PHILIP E. BRODERICK, LLC, &
CHARLOTTE R. BRODERICK, LLC, have requested final approval of The Commons at Greenway
Park Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on June 25, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for The Commons at Greenway Park Plat 1 and the documents relating
thereto will comply with Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
8th day of July, 2019, that the Final Plat for The Commons at Greenway Park Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Warranty Deed (Lot A);
2. Warranty Deed (Outlot X & Z);
3. Public Sanitary Sewer Easement;
4. Public Utility Easement;
5. Landscape Buffer Easement; and
6. Detention Easement

HISTORY
The subject property was recently rezoned from A-1 to R-4/PD-1 to allow for a townhome development, for which the
conceptual layout has been shown in the Area Map above. The concept plan identified a total of 251 townhome units
across the entire development. The applicant has submitted the final plat for the first phase of the development.
PROJECT DESCRIPTION
LOTS
The final plat identifies one (1) lot to be platted at this time. Lot 1 is proposed to be 11.23-acres in area. Six (6) outlots
make up the rest of the property. Outlot W is 10.24-acres in area and will be platted in the future for the second phase
of the development. Outlots X and Z are intended to be deeded to the City of Waukee for parkland dedication. Outlot
Y will be deeded to the YMCA. Outlots U and V will be owned and maintained by the Broderick family until such a time
development to the south occurs.

STREETS AND TRAIL
An extension of NW Venture Drive will be constructed with the plat improvements. A small portion of the extension
will be a divided boulevard section with 18.5-feet wide lanes. Once the boulevard section ends, the street will transition
to a 31-feet wide collector street. Five-foot wide sidewalks will be constructed along both side of NW Venture Drive.

UTILITIES
Water main is available and will be extended from the east to the plat. Sanitary sewer will need to be extended from an
existing manhole that is north of the Indi Run Development. The sanitary sewer will be extended from the manhole to
the south and then to the west.
Storm water detention for the development will be constructed when the detailed site improvements are constructed.
STAFF RECOMMENDATION
The proposed lot meets the minimum requirements of the Zoning Ordinance. The final plat is in general conformance
with the Subdivision Ordinance. Staff recommends approval of the final plat for The Commons at Greenway Park Plat 1
subject to remaining staff comments.
