Supply

SYNOPSIS INCLUDING PRO & CON: DM Industrial Prop, LLC, requests approval of a site plan
to allow for the construction of a 30,000 square feet building for an ABC
Supply showroom/warehouse/office location. ABC Supply is a distributor of
building materials. In addition to the proposed building there will be an
outdoor storage area on the west side of the building. The perimeter of the
storage area will be blocked from view with a fence. Access to the site is
provided via Ute Avenue / R-22. The property is located south of Interstate 80
and west of Ute Avenue.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the June 25, 2019 Commission Meeting and recommended
approval subject to remaining staff comments:
Approval of a Site Plan for ABC Supply (5100 Ute Avenue)
City Planner, Andy Kass, introduced the request for approval of a site plan for a new commercial
building as submitted by the applicant, DM Industrial Prop, LLC. The subject property is located south
of Interstate 80 and west of Ute Ave, containing approximately 7.99 acres. This property was annexed
into the City and rezoned in 2018.
Mr. Kass advised that the project involves the construction of a 30,000 square foot warehouse building
for ABC Supply, which would include storage areas, a show room, and an office space. A large
outdoor storage area is indicated on the site plan, with the potential for expansion in the future. The
outdoor storage area will be screened by an eight foot chain-link fence with privacy slats.
Mr. Kass explained that access to the development will be from Ute Avenue, with the north access
having a deceleration lane for right turns into the site. The applicant will extend a 12 inch public water
main from the north of the site and sanitary sewer will be provided via an onsite septic system as
permitted by the Dallas County Environment Health Department. Storm water detention will be
provided in a basin on the rear of the property eventually discharging to the south. All parking,
landscaping, and open space requirements have been met.

At this time staff would recommend approval of the site plan for ABC Supply subject to any remaining
staff comments.
Commissioner Tietz questioned about the sanitary sewer future of the site when City services are
available. Mr. Kass advised that when the City provides service to the area, the applicant can remain
on their Septic System until it fails. At that time the County will refuse to issue a permit for a new one,
and they will need to connect to the City service.
Commissioner Hoifeldt questioned if there was anticipated growth soon in this area. Director of
Development, Brad Deets, advised that this was the only anticipated project in the area at this time.
Commissioner Hoifeldt questioned about the trees on the site. an representative for the applicant
advised that they would be keeping the trees that weren’t in the road way.
Commissioner Streit questioned what the zoning was of the property north of the subject area. Mr.
Deets advised that it is zoned A-1 agricultural and contains a few rural residential homes. In the future
the area may be light industrial.
Commissioner Hoifeldt moved to approve the site plan for ABC Supply (5100 Ute Avenue). The
motion was seconded by Commissioner Koshy. Ayes: Ward, Tietz, Streit, Broderick, Hoifeldt, and
Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff recommends approval of the site plan subject to
remaining staff comments.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR ABC SUPPLY (5100 UTE AVENUE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for ABC Supply, subject to remaining staff comments on June 25, 2019; AND,
WHEREAS, the Site Plan for ABC Supply is in general conformance with §304 – Site and
Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for ABC Supply is in general conformance with §301.27(A) –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 8th day of July, 2019 that the Site Plan for ABC Supply is approved subject to remaining
staff comments.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following
easements related to the site plan to be filed with the Dallas County Recorder:
1. Public Water Main Easement;
2. Public Water Main Easement;
3. Public Utility Easement; and
4. Detention Easement

HISTORY
The subject property was annexed into the City and rezoned in 2018.
PROJECT DESCRIPTION
The project involves the construction of a 30,000 square foot warehouse building for ABC Supply. ABC
Supply is a distributor of building materials. The building will have storage areas, a show room, and office
space. The site plan indicates that 14 employees will work at the proposed facility. A large outdoor storage
area in the rear of the property is indicated on the site plan. This outdoor storage area is also planned to be
expanded in the future. The outdoor storage area will be screened by an eight (8) foot chain link fence with
privacy slats.

ACCESS AND PARKING
Access to the development will be from Ute Avenue. Two access points are shown. The north access will
have a deceleration lane for right turns into the site.
The required amount of parking for the project is 41 parking spaces and the site plan identifies a total of 43
parking spaces.
No sidewalks will be constructed as part of the site improvements.
UTILITIES
Currently, there are no public utilities available to the site. The applicant will extend a 12-inch public water
main from the north to the site. Sanitary sewer will be provided via an onsite septic system. The septic system
has been permitted through the Dallas County Environment Health Department. A septic system is being

provided because public sanitary sewer is not available to the property. Storm water detention will be
provided in a basin on the rear of the property. The detention basin will discharge to the south.
LANDSCAPING & OPEN SPACE
A total of 15% open space is required for the development. The Site Plan indicates that 40% open space will
be provided. In addition, to the open space plantings a 40-foot landscape buffer is required along the south
side of the property. A significant amount of trees already exist on the site and are being maintained.
ELEVATIONS
Elevations of the proposed building have been provided for review. The building is comprised primarily of pre-
cast concrete panels and architectural metal paneling. Ribbed metal paneling is proposed on the rear of the
building as the applicant anticipates a building expansion in the future.
COMPREHENSIVE PLAN
The newly adopted Comprehensive Plan, Imagine Waukee: 2040, classifies the subject property as Light
Industrial Office. The Light Industrial Office classification provides for a variety of uses including, showrooms,
warehousing, and office space.
STAFF RECOMMENDATION
The site plan is in general conformance with the Site Plan Ordinance and Comprehensive Plan. Staff
recommends approval subject to remaining staff comments.
