AGENDA ITEM: Consideration of approval of a resolution approving a site plan for Centennial
Crossing Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Hubbell Realty Company, requests approval of a site plan
to allow for the construction of a townhome development. The project,
Centennial Crossing Plat 1, includes the construction of five (5) buildings with
31 townhome units. The units within each building will range in size from
1,277 square feet to 1,503 square feet. The proposed units will be for lease. In
addition to the townhomes, the applicant intends to construct a clubhouse and
pool to provide an amenity for the residents.
Access will be provided to Plat 1 via access points off SE University Avenue
and SE L.A. Grant Parkway. All streets and utilities will be privately owned
and maintained. The applicant will construct a trail through the drainage area
to satisfy parkland dedication requirements.
The applicant has provided elevations for the proposed building on the site,
which meets the intent of the architectural guidelines within the Site Plan
Ordinance. All units within Plat 1 will be single-story units.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed this project at the November 26, 2019 Commission Meeting and
recommended approval subject to remaining staff comments:
Approval of a Site Plan for Centennial Crossing Plat 1
Senior Planner Andy Kass addressed the Site Plan for Centennial Crossing Plat 1 separate from the
previous items. Within the proposed site plan, Mr. Kass explained that there were 32 lots, 31 of which
would have units, while the remaining lot would house the Clubhouse and proposed amenities. The
site plan indicates 5 buildings with 6 to 7 units each. All units are constructed with a two car garage
and a driveway to provide an additional two stall spaces. With each unit having an individual assigned
lot, there is the flexibility that the units can become owner occupied instead of rental units.
Mr. Kass advised that utilities are available to the site, and Stormwater will be managed by the existing
drainage way. all parking, landscaping, open space, and lighting requirements have been met at this
time.

Staff would recommend approval subject to any remaining staff comments and review of the legal
documents.
Commissioner Streit verified that the Connection to SE University Avenue will eventually become a
Right in- Right out access point. Mr. Kass advised that was correct, with the full access being off of
SE L.A.Grant Parkway.
Commissioner Tietz questioned if the unit backing up to the entrance to the parking of the club house
would cause any traffic issues. Mr. Kass advised that it didn’t seem like it would, and that due to the
lay out of the development, there wasn’t much of a choice to the entrance location.
Commissioner Hoifeldt moved to approve the Site Plan for Centennial Crossing Plat 1 Subject to any
remaining staff comments and review of the legal documents. Commissioner Tietz seconded the
motion. Ayes: Ward, Tietz, Streit, Hoifeldt, Koshy, and Freund. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: All comments related to the site plan have been addressed.
Staff recommends approval of the site plan for Centennial Crossing Plat 1.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR CENTENNIAL CROSSING PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Centennial Crossing Plat 1, subject to remaining staff comments on November
26, 2019; AND,
WHEREAS, the Site Plan for Centennial Crossing Plat 1 is in general conformance with §160 –
Site and Building Development Standards Ordinance of the Waukee Municipal Code; AND,
WHEREAS, the Site Plan for Centennial Crossing Plat 1 is in general conformance with §161 –
Landscaping and Open Space Ordinance of the Waukee Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on

HISTORY
The subject property is located south of SE University Avenue and west of SE L.A. Grant Parkway. The
property was the subject of a rezoning in the summer of 2019. The property was rezoned from A-1 to R-
4/PD-1. The planned development was added to the rezoning to allow for reduced setbacks in areas along the
perimeter of the property and along the internal private streets. In addition, the planned development allows
for up to 7 units to be attached.
PROJECT DESCRIPTION
The project involves the construction of five (5) townhome/rowhome buildings for a total of 31 townhome
units. Each building will have six to seven units per building. The units within the buildings will range from
1,277 square feet to 1,503 square feet. All units will have a two stall attached garage. Each unit will be located
on its own platted lot. The applicant intends lease the units initially, but platting each unit on its own lot will
provide flexibility in the future if the applicant decides to sell the individual units. In addition to the townhome
buildings, the applicant intends to construct a clubhouse and pool on Lot 32 for the use of the residents.

ACCESS AND PARKING
One access point will be off of SE University Avenue and one access point off of SE L.A. Grant Parkway. The
Parking Ordinance requires a minimum of 2 parking spaces per unit and 1 visitor space for every five (5) units.
A total of 69 parking spaces are required and the site plan indicates a total of 134 parking spaces. All streets
internal to the site will be privately owner and maintained by a homeowners association. The site plan shows

10 parking spaces for clubhouse and visitor parking along Lot 32. Sidewalks will be provided on one side of
each street except for one street in Plat 1.
UTILITIES
Utilities will be extended from existing infrastructure along SE L.A. Grant Parkway and from the existing
sanitary sewer that is located within the subject property. All utilities within the development will be privately
owned and maintained by the owner or owners association. Stormwater detention will be provided in an
existing drainageway that runs from the southeast of the property to the north and outlets into a box culvert
that flows into Centennial Park. Ownership and maintenance of drainageway will be the responsibility of the
owner or owners association.
LANDSCAPING & OPEN SPACE
As part of the landscaping requirements, two (2) trees per unit are required and a 25-foot landscape buffer
will be required along the east and north property lines. The applicant has provided the required amount of
plantings.
PARKLAND DEDICATION
The two plats will have a total of 129 units. The required parkland for 129 units is 1.75 acres. In lieu of
dedicating parkland, the applicant has proposed to construct a trail along the greenway that separates Plat 1
from Plat 2. The trail would connect to SE University Avenue and SE L.A. Grant Parkway. In addition, the
applicant intends to construct a pedestrian bridge across the drainageway to allow access to the west side of
the development.
ELEVATIONS
Elevations of the proposed buildings have been provided for review along with a color scheme plan. The
proposed materials of the units include vinyl siding and trim and cultured stone. The applicant has provided
multiple color schemes for the varying building types. In addition, each building provides differing gables, front
doors (style and color), and various garage doors. A minimum of 20% of the front façade require brick or
stone and each building type meets that requirement.
LIGHTING PLAN
The applicant intends to provide street lighting along the private streets of the development. A lighting plan has
been submitted for review and it is in compliance with the street lighting regulations.
STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval subject to remaining staff comments and
review of the legal documents.
