for Ashworth West Plat 1

SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for an approximately 19.15-acre commercial development located
south of Ashworth Road and west of Grand Prairie Parkway. The plat
identifies a total of two (2) lots for commercial development.
Improvements associated with the plat include an extension of SE
Kettlestone Boulevard and sanitary sewer, water main, and storm sewer
extensions.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on December 10,
2019, and recommended approval subject to remaining staff
comments:
Approval of a Preliminary Plat for Ashworth West Plat 1
Senior City Planner, Andy Kass, introduced the request as submitted by the applicants, AP GPP
LC, and HDANK Investment LLC, for approval of a preliminary plat for commercial
development. The subject property is generally located south of Ashworth Road and west of
Grand Prairie Parkway, and contains approximately 19.15 acres. This property was recently
rezoned to K-RR (Kettlestone Retail Regional District).
Mr. Kass explained that the preliminary plat identified one large outlot of approximately 14 acres,
and two small lots on the south end of the property ranging from 1.66 to 2.66 acres in size. The
two lots would be for commercial development. As part of the improvements for the
development, the applicant will construct an extension of SE Kettlestone Boulevard along the
south side of the property. SE Kettlestone Boulevard will be a full access signalized intersection
at Grand Prairie Parkway. Two accesses to the sites will be provided off of SE Kettlestone
Boulevard, and one access from Grand Prairie Parkway. A 10 foot wide trail is proposed on the
south side of SE Kettlestone Boulevard, and sidewalks will be provided along the internal private
streets. All public utilities will be extended to service the site, and storm water detention will be
managed by a regional storm water pond north of Lots 1 and 2. This pond will be owned and
maintained by an owners association.

At this time staff recommends approval of the Preliminary Plat for Ashworth West Plat 1, subject
to any remaining staff comments.
Commissioner Streit questioned staff when the signals would be installed at the intersection of SE
Kettlestone Boulevard and Grand Prairie Parkway. Mr. Kass advised the signals will be
functioning as the Fleet Farm development to the east becomes operational.
Commissioner Streit questioned if there were any intended users for the proposed lots. A
representative of the applicant advised that a sale contract was in the works for one of the sites,
but he was unable to provide the name of the intended user at this time.
Commissioner Hoifeldt moved to approve the Preliminary Plat for Ashworth West Plat 1, subject
to any remaining staff comments. Commissioner Streit seconded the motion. Ayes: Ward, Tietz,
Streit, Broderick, Hoifeldt, and Freund. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and that
the applicant has successfully addressed all of the requirements within
the Waukee Subdivision Ordinance with the submittal of this preliminary
plat. Staff is working with the applicant on addressing the last few
remaining comments.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Ashworth
West Plat 1 subject to remaining staff comments.

APPROVING THE ASHWORTH WEST PLAT 1 PRELIMINARY PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Ashworth West Plat 1 on December 10, 2019, subject to
remaining staff comments; AND,
WHEREAS, the Preliminary Plat for Ashworth West Plat 1 is in general conformance with
section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 16th day of December, 2019 that the Preliminary Plat for Ashworth West Plat 1 be
approved subject to remaining staff comments.

HISTORY
The subject property is located south of Ashworth Road and west of Grand Prairie Parkway. The property is located
within the master planned Kettlestone district. The property was recently rezoned to K-RR (Kettlestone Retail
Regional).
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies two (2) lots. The lots range in size from 1.66-acres to 2.66-acres. The lots are intended
for future commercial development. Outlot Z shown on the preliminary plat is 13.95-acres in area and will be platted in
the future as development occurs. Table 1 below summarizes the bulk regulations for the K-RR District.

STREETS AND TRAIL
As part of the improvements for the development, the applicant will construct an extension of SE Kettlestone Boulevard
along the south side of the property. SE Kettlestone Boulevard will be a full access signalized intersection at Grand
Prairie Parkway. Access into the lots will be provide via two access points from SE Kettlestone Boulevard. These access
points will be full access points now, but in the future, as traffic warrants, the access points will be restricted to right-
in/right-out. The permanent full access point is further to the west and future development to the west will be required
to provide ingress/egress to allow for traffic to access the future full access. One access from Grand Prairie Parkway is
proposed in the northeast corner of Lot 1, which will be a right-in/right-out.

A 10-foot-wide trail will be installed on the south side of SE Kettlestone Boulevard. Sidewalks will be provided along the
internal private streets.
UTILITIES
Water main will be extended along SE Kettlestone Boulevard and into the development. The applicant intends to
provide sanitary sewer by constructing a trunk sewer from the south and up to the subject property.
Storm water detention for the development will be provided within a regional storm water pond north of Lots 1 and 2.
The storm water ponds will be the maintenance responsibility of the owners association of the development.
STAFF RECOMMENDATION
The proposed lots meet the minimum requirements of the Zoning Ordinance. The preliminary plat is in general
conformance with the Subdivision Ordinance. Staff recommends approval subject to remaining staff comments.
