SYNOPSIS INCLUDING PRO & CON: Ashworth Land, LLC, is requesting approval of a
final plat for an approximately 21.61-acre subdivision located north of
Ashworth Road and west of R-22/Ute Avenue. The proposed final plat
includes 45 lots for single-family residential development. The developer
has completed extensions of public streets and utilities that will serve the
plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request on July 9, 2019 and recommended approval:
Approval of a Final Plat for Ashworth Acres Plat 1
Senior City Planner, Andy Kass, introduced the request for approval of a final plat for a single
family residential subdivision as submitted by the applicant, Ashworth Acres, LLC. The property
is generally located north of Ashworth Road and west of R-22/ Ute Avenue, containing
approximately 21.61 acres.
Mr. Kass advised that the Final Plat indicated a total of 45 single family lots that meet or exceed
the bulk regulations for the R-2 zoning districts. The plat also indicates an outlot “Z” containing
approximately 2.24 acres to be dedicated to the City to satisfy Parkland Dedication requirements
for the development. This parcel will match with the proposed parkland dedication located in plat
3 of the daybreak development resulting in a substantial neighborhood park to service the
southern part of town.
Mr. Kass advised that public utilities already exist to service the development, and that storm
water detention will be accommodated in a regional pond located within outlot “Y” where it is to
be maintained by the Homeowner’s Association. Six public street extensions are included in this
plat, and five-foot wide sidewalks will be constructed along both sides of all public streets in the
development. 10 foot wide trails are proposed on the west side of SE Serenity Drive and on the
east side of the School Property. Paving of Ashworth Road is contingent upon the timeline of the
new school.
At this time staff recommends approval subject to any remaining staff comments.
Commissioner Tietz questioned if the intention was to have 3 residential lots bordering
the outlots. Mr. Kass advised that was correct, and that the shape of the parkland was to

include the proposed access location. Something that Staff has been cognizant to include
on the documents for review as to provide early notice to potential homeowners that the
intention is to have an access in the vicinity of their home.
Commissioner Koshy questioned what the school timeline would be. Mr. Kass advised
that plans should be delivered some time near the end of the year with a potential start
date of 2020.
Commissioner Tietz moved to approve the Final Plat for Ashworth Acres plat 1 subject to any
remaining staff comments. The motion was seconded by Commissioner Koshy. Ayes: Tietz,
Broderick, Hoifeldt, and Koshy. Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff would recommend approval of the final plat.
RECOMMENDATION: Approve the resolution.

APPROVING THE FINAL PLAT FOR ASHWORTH ACRES PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, Ashworth Land, LLC, has requested final plat approval of Ashworth Acres Plat 1 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat on
July 9, 2019, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Ashworth Acres Plat 1 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this 16th
day of December, 2019, that the Final Plat for Ashworth Acres Plat 1 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements and
documents to be filed with the Plat:
1. Warranty Deed (Lots A, B, C, D)
2. Warranty Deed (Outlot Z);
3. Public Utility Easement;
4. Snow Storage Easement;
5. Landscape Buffer Easement;
6. Sanitary Sewer Easement;
7. Storm Sewer Easement; and
8. Overland Flowage Easement.

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 45 lots for single family residential development. The lots range in size from 8,450
square feet to 16,668 square feet. All lots meet or exceed the minimum lot width of 65-feet. Table 1 below summarizes
the minimum requirements for the lots within the plat. All lots meet the requirements of their respective zoning
districts.
Two outlots are shown on the final plat. Outlot Z will be deeded to the City of Waukee to satisfy parkland dedication
requirements for the overall Ashworth Acres development. Outlot Z is 2.24-acres in area and will be adjacent to
parkland that will be dedicated to the City when the third and final phase of the Daybreak development to the east is
completed. Outlot Y will be utilized for storm water detention and will be owned and maintained by the homeowners
association.

STREETS AND TRAILS
Extensions of six (6) public streets are included as part of this plat. Five-foot wide sidewalks will be constructed along
both sides of the streets throughout the plat with individual lot development.
A trail will be constructed on the east side of Lot 35 to match up with the planned trail to the south when the adjacent
property is developed by the Waukee Community School District.

UTILITIES
All utilities have been extended throughout the plat. Storm water detention will be accommodated in a regional pond in
the southeast corner of the plat. The pond will be owned and maintained by an association.
PARKLAND
Parkland dedication is being satisfied with the dedication of Outlot Z.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Ashworth Acres Plat 1 subject to remaining staff comments, review of
the legal documents, and completion of public improvements.
