HomeMy WebLinkAbout2019-12-16-J18 WRA Surcharge Intent for Early PaymentAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: December 16, 2019 AGENDA ITEM:Consideration of approval of a resolution approving intent to make payment on July 1, 2020, of remaining surcharge to Des Moines Metropolitan Wastewater Reclamation Authority (WRA) FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The City of Waukee joined the Des Moines Wastewater Reclamation Authority (WRA) in 2004. One of the obligations of the City of Waukee was to pay an annual surcharge to gain a reversionary interest in the WRA facilities. There are six years remaining on the City’s commitment, which increases at a 4.25% rate each year. There are sufficient funds in the Sewer Fund to pay off the surcharge. If the City has the intention of paying off the surcharge on July 1, 2020, the WRAS would like to have the City Council approve a resolution stating its intent. This allows the WRA to include the payoff amount in their budget. Proposed Resolution PREPARED BY: Tim Moerman REVIEWED BY: PUBLIC NOTICE INFORMATION – NAME OF PUBLICATION: DATE OF PUBLICATION: J18 THE CITY OF WAUKEE, IOWA RESOLUTION 19- APPROVING INTENT TO MAKE PAYMENT ON JULY 1, 2020, OF REMAINING SURCHARGE TO DES MOINES METROPOLITAN WASTEWATER RECLAMATION AUTHORITY (WRA) IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, Iowa is a duly organized municipal corporation within the State of Iowa; AND WHEREAS, the Des Moines Metropolitan Waster Water Reclamation Authority (“WRA”) was originally created by virtue of agreement dated February 19, 1979, which was subsequently amended in 2005 to admit the City of Waukee as a party to the WRA (Waukee Resolution #05- 220); AND WHEREAS, in 2014, the member entities of the WRA approved a Second Amended and Restated Agreement (Waukee Resolution #14-115); AND WHEREAS, the City of Waukee desires to make payment on July 1, 2020, to the WRA of the remaining surcharge. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that it approves and declares intent to make payment on Jul 1, 2020 of any remaining surcharge to the WRA, with said surcharge to be calculated by the WRA and provided to the City of Waukee in advance of payment.
