AGENDA ITEM: On an ordinance to amend Chapter 301, Zoning Ordinance, City of
Waukee, Iowa by rezoning and changing certain property therein from
A-1 (Agricultural District) to R-2 (One & Two Family Residential
District), a parcel to be known as Ashworth Acres.
FORMAT: Public Hearing
SYNOPSIS INCLUDING PRO & CON: The applicant, Ashworth Acres, LLC, requests
approval for a rezoning of approximately 65.75 acres of property located
north of Ashworth Road and west of R-22/Ute Avenue. The specific
request is to rezone the property from A-1, Agricultural District to R-2,
One & Two Family Residential District in order to develop the property
into a residential neighborhood.
The concept plan submitted with the application indicates a total of 127
single-family residential lots that are planned to be developed over the
course of three phases. Each lot meets or exceeds the minimum
requirements of the R-2 zoning district. The overall density proposed is
2.7 units per acre. The Comprehensive Plan identifies low density
residential development as three to six units per acre. The
Comprehensive Plan identifies the subject property as Neighborhood
Residential which accommodates for a variety of housing types,
including single-family residential. Based on the proposed number of lots
the required mount of parkland to be dedicated is 2.29 acres. The concept
plan indicates Outlot Z for parkland which is 2.30 acres in area.
In addition to the proposed residential lots, the concept plan shows a 19
acre portion of the property in the southwest corner as being a location
for a future elementary school owner and operated by the Waukee
Community School District. The footprint of the school is similar to
previous school built (96,000 square feet). Landscape buffers would be
provided on the north, east, and west sides of the school site to provide
screening from the adjacent residential lots. Primary access to the school
would be off of Ashworth Road. Buss access would be located off of the
street on the east side of the school site. The Comprehensive Plan
encourages community facilities such as an elementary school to locate
within the Neighborhood Residential land use areas.
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their February 13, 2018,
meeting and recommended approval.

Approval of a Rezoning Related to a Change from A-1 (Agricultural District) to R-2 (One
and Two Family Residential District) [Ashworth Acres]
City Planer Melissa DeBoer introduced the request for rezoning submitted by the Applicant
Ashworth Acres. LLC. the subject property is located north of Ashworth and west of R-22/Ute
avenue and contains approximately 65.75 acres. The comprehensive plan identifies this property
as neighborhood residential and the applicant has submitted the necessary petition and consent to
the rezoning.
Mrs. DeBoer advised that the concept plan indicates 127 single family residential lots which meet
or exceed the minimum requirements for the R-2 zoning with a density of 2.7 units per acre. The
concept plan also indicated the location of a future elementary school constructed and operated by
Waukee Community School District. Parkland is proposed within out lot z to be adjacent to the
Daybreak Plat 3 parkland dedication to equal an approximately 5 acre park.
At this time staff would recommend approval of the rezoning.
• Commissioner Streit questioned on the timing of the school construction. it was advised
that an official construction timeline had not been provided by the school.
• Andrew Bean of 29762 310th St, Waukee, stated a concern regarding the density in the
development. Commissioner Streit speculated that the commission had been seeing a
request for smaller lots in the recent meetings to keep up with market demands. Erin
Ollendike of CDA, advised that the lots are showing 70 to 75 feet wide meaning they
aren’t small lots, the minimum for R-2 zoning is 65. Commissioner Hoifeldt stated that
he believed the zoning to be appropriate for the proximity to an elementary school. Not
many people would buy an estate sized lot near an elementary.
Commissioner Tietz moved to approve the rezoning from A-1 (Agricultural District) to R-2 (One
and Two Family Residential District) [Ashworth Acres]. The motion was seconded by
commissioner Streit. Ayes: Ward, Streit, Broderick, Hoifeldt, Tietz, and Martin. Nays: None.
Motion Carries.
STAFF REVIEW AND COMMENT: The proposed rezoning request is consistent with the
2008 Comprehensive Plan.
RECOMMENDATION: Introduce the Ordinance and approve the first consideration.

BACKGROUND:
The subject property is located north of Ashworth Road and west of R-22/Ute Avenue. The property is
approximately 66 acres in area and is currently in row-crop agricultural production.
The applicant has submitted the necessary petition and consent to the rezoning. The Rezoning Map indicates
consent to the zoning change from 69.62% of the property owners within 200 feet of the property proposed
to be rezoned. Notification of the rezoning request to the property was sent on February 5, 2018.
Notification signs of the proposed Planning and Zoning Date and City Council Public Hearing Date were
installed on the property on February 5, 2018. To date staff has not received any correspondence either for
or against the proposed rezoning.
The 2008 Comprehensive Plan classifies the subject property as Neighborhood Residential. The
Neighborhood Residential classification provides for a variety of housing types, including single-family
residential. The Comprehensive Plan classifies low density residential as typically 3 to 6 units per acre.

PROJECT DESCRIPTION & ANALYSIS:
A concept plan has been prepared which identifies a total of 127 single-family residential lots. All proposed
lots meet or exceed the minimum requirements of the R-2 zoning district. The lots are planned to be
developed over the course of three phases. The proposed density of the single-family development is 2.7 units
per acre. Access to the proposed development will be provided off of Ashworth Road and Daybreak Drive
with Phase 1. Ultimately, the north/south street that connects to Ashworth Road will connect to the north
and into the planned Reserve at Daybreak development on the property to the north.
In addition to the single-family lots, the concept plan identifies the location of an elementary school and
associated parking, drop-off locations, and play areas on a 19 acre outlot in the southwest corner of the
property. The elementary school would be constructed and operated by the Waukee Community School
District. Staff anticipates that the school building will be similar in size to the recently constructed elementary
schools the District has built. The recently completed Grant-Ragan Elementary School is 96,000 square feet in
area. A 25 foot landscape buffer is indicated on the north, west, and east sides of the school property to
provide screening from the adjacent residential properties. A 10 foot wide trail will also be required to be
constructed along the east side of the school property. Access to the school site will be primarily off of
Ashworth Road. Buss drop off access is indicated on the east side of the site.

Sewer and water are available in the area to serve the proposed residential and school development.
Improvements to Ashworth Road will be made as part of the initial plat improvements and with the
development of the school site.
The required amount of parkland dedication for this project is 2.29 acres based upon the number of lots. The
concept plan identifies a 2.30 acre outlot (Outlot Z) to be dedicated for parkland. Outlot Z is located in the
southeast corner of the property. This location will be adjacent to the parkland that will be dedicated will be
dedicated to the City with the completion of Daybreak Plat 3 to the east. In total there will be approximately
5 acres of parkland from the two developments.
STAFF RECOMMENDATION
The proposed land uses are consistent with the Comprehensive Plan and adjacent land uses. In addition,
Section 2.4 of the 2008 Comprehensive Plan encourages community facilities, such as an elementary school, to
be located within the Neighborhood Residential land use. Staff recommends approval of the proposed
rezoning.
