SYNOPSIS INCLUDING PRO & CON: Waukee Community School District, requests approval of
a site plan to allow for the construction of a parking expansion for the existing
Waukee High School to help alleviate some of the parking problems the high
school is experiencing. The site plan identifies a parking lot expansion of 127
parking spaces located north of the high school.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this project at the April 10, 2018, Commission Meeting and recommended approval
subject to remaining staff comments:
Approval of a Site Plan for Waukee High School Parking Lot Expansion (575 SE University
Ave.)
City Planner, Melissa DeBoer, introduced the requested site plan from the Waukee Community School
District (the applicant and owner). The project is located at the existing high school, located at 575 SE
University Avenue. The property is zoned A-1, Agricultural. The site plan includes the addition of 127
parking spaces, located just north of the existing high school building. This makes for a total of 1,349
parking spaces between existing and proposed. This project will help mitigate some of the parking
problems the high school experiences.
Ms. DeBoer advised that the following items are included with the proposed parking expansion:
Two driveways into the proposed parking expansion area.
The existing 10 foot wide trail connection that runs along the north side of the parking lot will
be extended into the site.
A six foot wide pedestrian connection is also provided at the southeast corner of the addition.
A rain guardian turret is proposed on the northwest end of the addition and will allow storm
water to be filtered prior to being released into the storm system.
Eleven additional trees will be planted throughout the new parking lot area.
Four light fixtures will be installed throughout the new parking lot area.
Staff recommended approval of the site plan for the Waukee High School Parking Lot Expansion,
subject to any remaining staff comments.

Commissioner Broderick clarified that the new storm water feature would be located in the northwest
corner. Ms. DeBoer advised that was correct.
Commissioner Tietz added that this was a sensible project and desperately needed.
Commissioner Broderick questioned if the new school had been taken into account, and if the addition
of that building would illuminate the need for this expansion. Waukee Schools Superintendent, Cindy
McDonald, advised that there will still be a need for the expansion after the new school is built as each
building is anticipated to hold between 1200 to 1300 students.
Commissioner Ward made a motion to approve the Site Plan for Waukee High School Parking Lot
Expansion. Commissioner Broderick seconded the motion. Ayes: Ward, Tietz, Broderick, and Martin.
Nays: None. Motion Carries.
STAFF REVIEW AND COMMENT: Staff is working with the applicant to address the last few
comments prior to the Council meeting. Staff recommends approval.
RECOMMENDATION: Approve the resolution.

APPROVING THE SITE PLAN FOR THE WAUKEE HIGH SCHOOL PARKING
EXPANSION (575 SE UNIVERSITY AVENUE)
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of
the Site Plan for Waukee High School Parking Expansion, subject to remaining staff comments
on April 10, 2018; AND,
WHEREAS, the Site Plan for Waukee High School Parking Expansion is in general
conformance with §304 – Site and Building Development Standards Ordinance of the Waukee
Municipal Code; AND,
WHEREAS, the Site Plan for Waukee High School Parking Expansion is in general
conformance with §301.27(A) – Landscaping and Open Space Ordinance of the Waukee
Municipal Code; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this 16th day of April, 2018 that the Site Plan for Waukee High School Parking Expansion is
approved.

HISTORY
The subject property is currently used for both Waukee High School and Prairieview School. Parking has been
known to be problematic for the high school as there are not enough parking spaces for the amount of
students that are driving to school. While the number of parking stalls provided meets the parking ordinance,
there is still an overflow of parking from the designated high school parking areas. The school district is
looking to mitigate the problem by providing an additional 127 parking spaces.
PROJECT DESCRIPTION
The project involves the addition of 127 total parking spaces located to the north of the high school building.
This would make for a total of 1,349 parking spaces between the existing parking lot and this proposed
addition. This includes 43 ADA accessible stalls.
ACCESS AND PARKING
Two driveways will provide access into the proposed parking area from the existing parking lot. One driveway
will be located on the southeast side of the addition and the other driveway will be located at the northeast
side of the addition.
SIDEWALKS/TRAILS
The existing 10 foot wide trail connection that runs along the north side of the parking lot will be extended in
order to provide a connection into the school site along the east side of the parking lot addition. A 6 foot
wide pedestrian connection is also provided at the southwest corner of the addition.
UTILITIES
Stormwater detention is provided through intakes located on the site. A rain guardian turret is proposed on
the northwest end of the parking lot addition. The rain guardian turret will allow stormwater to be filtered
prior to being released into the storm system. The stormwater from this site is eventually outletted into Sugar
Creek, located to the west.

LANDSCAPING & OPEN SPACE
The site plan identifies the addition of 11 trees throughout the proposed parking expansion area. More than
50% open space is provided for the entire site.
LIGHTING PLAN
Four parking lot light pole fixtures are proposed with this project. These are located within the four parking
lot islands within the project layout. The fixtures are full cut-off and meet the requirements of our lighting
ordinance.
