HomeMy WebLinkAbout2022-01-17-G01 Prairie Village THs Plat 1 Rezoning_PH AGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: January 17, 2022 AGENDA ITEM: Public hearing on an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by rezoning certain property from R-3 (Multi-Family Residential District) to R-4 (Row Dwelling and Townhome Dwelling District) [Prairie Village Townhomes Plat 1] FORMAT: Public Hearing SYNOPSIS INCLUDING PRO & CON: Staff has received a request for rezoning of approximately 2.60-acres of property from R-3 to R-4. The property is generally located north of University Avenue and west of 6th Street. The applicant received greater than 50% consent from property owners within 250-feet of each area proposed to be rezoned. Staff has not received any correspondence regarding the request. The initial rezoning for the Prairie Village neighborhood was completed in summer 2021. Since then, the applicant has requested a minor revision to the existing zoning. The applicant wishes to expand the R-4 zoning of Outlot R by 2.60-acres which would make for a total of 10.89-acres of R- 4 zoning. The concept plan provided shows the potential for 129 townhomes to be constructed on the property. The concept with the initial zoning showed 77 potential townhomes. The subject property is classified as High Density Residential in the Imagine Waukee 2040: Comprehensive Plan. The comprehensive plan defines High Density Residential as a variety of higher density residential development forms including townhomes, row house, patio homes, apartments, condos, and various forms of senior housing. Typical density in this category is greater than 12 units per acre. The proposed rezoning, while not of a density consistent with the land use classification identified in the Comprehensive Plan will still be of a housing type consistent with the classification. In addition, the applicant is preserving the existing multi-family residential zoning to the south. Preserving the existing R-3 zoning to the south affords future opportunity of additional housing options within the neighborhood. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission reviewed the rezoning request on January 11, 2022 and recommended approval: G1 Approval of a Rezoning related to a change from R-3 (Multi-Family Residential District) to R-4 (Row Dwelling & Townhome District) [Prairie Village Townhomes Plat 1] Community Development Director, Andy Kass, introduced the request for rezoning to R-4 (Row Dwelling & Townhome District) as submitted by the applicant, signature companies of Iowa, LLC. The subject property is currently zoned R-3 (Multi-Family Residential District) and contains approximately 2.6 acres located west of 6th street and north of university avenue. Mr. Kass advised that the applicant has provided 100% consent from adjacent property owners within a 250- foot radius of the subject property. Mr. Kass advised that the change is generally consistent with the land uses identified in the Comprehensive Plan for the City of Waukee and that Staff would recommend approval subject to any remaining staff comments and review of the legal documents. Commissioner Hoifeldt moved to approve the rezoning related to a change from R-3 (Multi- Family Residential District) to R-4 (Row Dwelling and Townhome District) subject to any remaining staff comments and review of the legal documents. Commissioner Gerlitz seconded the motion. Ayes: Broderick, Hoifeldt, Koshy, Ward, and Gerlitz. Nays: none. Motion Carried. STAFF REVIEW AND COMMENT: Staff recommends holding the public hearing. The property is located within the Prairie Village development that was rezoned in 2021. The applicant has submitted consent from 100% of property owners within 250-feet of the area proposed to be rezoned to R-4. Notification to adjacent property owners was mailed on December 30, 2021. No correspondence either for or against the proposed rezoning has been received. PROJECT DESCRIPTION Since the original rezoning in 2021, the applicant has changed the layout of the property slightly and wishes to expand the R-4 zoning by 2.6-acres to the south on Outlot R as shown on the concept plan included. The bulk regulations for January 7, 2022 3 of 3 the R-4 district are included in Table 1 below. The concept plan provided identifies 129 potential townhome units within Outlot R. The concept plan provided with the initial rezoning showed a potential for 77 townhome units. The density shown on Outlot R is 11.84 units per acre.
