Rose Plat 3
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: Prairie Rose Waukee, LLC, requests approval of a final
plat for 26.53-acres of property located north of NW Douglas Parkway and
east of NW 2nd Street. The plat includes a total of 36 lots for single-family
residential development and one outlot for future multi-family residential
development. All lots meet or exceed the minimum requirements of the R-2
and R-3 zoning districts. Extensions of streets and utilities have been
completed by the developer.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning Commission
reviewed this request on October 26, 2021, and recommended approval subject to remaining
staff comments.
Approval of a Final Plat for Prairie Rose Plat 3
Planning Coordinator, Andy Kass, introduced the request for approval of a final plat for a single
family residential subdivision as submitted by the applicant, Prairie Rose Waukee, LLC. The subject
property is generally located north of Hickman Road and west of N Warrior Lane containing
approximately 26.53 acres.
Mr. Kass advised that the final plat identifies a total of 36 lots ranging in size from 9,427 square feet to
20,642 square feet and meeting or exceeding the Bulk Regulations for the R-2 Zoning District. Four
public streets are included as part of this plat, five-foot wide sidewalks are shown on each lot along
both sides of the streets, and a 10-foot-wide trail will be constructed alongside the landscape buffer
easement on the north side of NW Douglas Parkway. Public utilities will serve the site and Stormwater
detention is accommodated for within Outlot Z. Parkland dedication was satisfied in a previous phase
of the project totaling 11 acres.
At this time staff would recommend approval subject to review of the legal documents, and
completion of public improvements.
Commissioner Streit questioned if the detention area for this development would connect to
the lots to the east. Mr. Kass advised that the developments would have separate detention
areas.

Commissioner Broderick questioned if this was an area that had additional stipulations
regarding fencing and landscaping to the north. Mr. Kass advised that was correct, the west
side of S Walnut Lane has additional landscaping along the border of this development and
Sahu Acres to the north, while the east side of S Walnut Lane will have a fence as a driveway
exists to access some of the lots in Sahu acres north of this development.
Commissioner Streit questioned who’s responsibility it would be to maintain those additional
items. Mr. Kass advised it would be up to the individual property owners, or the developer
could create a homeowners association if they wished to maintain those items.
Commissioner Hoifeldt moved to approve the final plat for Prairie Rose Plat 3 subject to review of the
legal documents and completion of public improvements. The motion was seconded by Commissioner
Ward. Ayes: Streit, Hoifeldt, Ward, and Broderick. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff recommends approval of the final plat for Prairie Rose
Plat 3.

APPROVING THE FINAL PLAT FOR PRAIRIE ROSE PLAT 3
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, PRAIRIE ROSE WAUKEE, LLC, has requested final plat approval of Prairie Rose Plat
3 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on October 26, 2021, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Prairie Rose Plat 3 and the documents relating thereto will comply with
Section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
17th day of January, 2022, that the Final Plat for Prairie Rose Plat 3 be and the same is hereby accepted
and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:

PROJECT DESCRIPTION
LOTS
The final plat indicates a total of 36 lots for single family residential development. The lots range in size from 9,427
square feet to 20,642 square feet. All lots meet or exceed the minimum lot width of 65-feet. Table 1 below summarizes
the minimum requirements for the lots within the plat. All lots meet the requirements of their respective zoning
districts.

STREETS AND TRAILS
An extension of four (4) public streets are included as part of this plat. Five-foot wide sidewalks will be constructed
along both sides of the streets throughout the plat with individual lot development. Additionally, a 10-foot trail will be
constructed alongside the landscape buffer on the north side of NW Douglas Parkway.
UTILITIES
All utilities have been extended throughout the plat. Stormwater detention will be accommodated in a drainage
detention area shown as Outlot “Z” on the Final Plat. The pond will be owned and maintained by an association.

PARKLAND
Parkland dedication was satisfied with the Preliminary Plat for Phase II for Prairie Rose. The 11-acres will be dedicated
with future phases of the Prairie Rose development.
STAFF RECOMMENDATION
Staff recommends approval of the final plat for Prairie Rose Plat 3 subject to remaining staff comments, review of the
legal documents, and completion of public improvements.
