AGENDA ITEM: Consideration of approval of a resolution approving a preliminary plat
for Prairie Village Plat 2
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for a 5.06-acre residential development generally located north of
University Avenue and west of 6th Street. The plat includes 8 lots for
single-family residential development. All lots meet or exceed the
minimum requirements of the R-2 zoning district. Plat 2 includes
extensions of Gray Avenue and 10th Street. All lots will be served by
public utilities. Parkland dedication will be satisfied with future phases
of the Prairie Village neighborhood to the west.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on January 11,
2022, recommended approval subject to remaining staff comments:
Approval of a Preliminary Plat for Prairie Village Plat 2
City Planner, Bill Mettee, introduced the request for approval of a preliminary plat as submitted
by the applicant Signature Companies of Iowa. The subject property is generally located north of
University Avenue and includes a portion of Gray Avenue and property due east of the street. The
subject property contains approximately 5.06 acres.
Mr. Mettee advised that the preliminary plat identifies a total of 8 lots intended for single family
residential development that meet or exceed the requirements of the R-2 Standard Zoning
District. The plat also identifies extensions of both Gray Avenue and 10th Street. Public utilities
will be extended to services the lots and storm water detention will be provided on site within
each lot through detention easements at the rear of the lots. Landscape buffer easements will also
be located adjacent to NW 10th Street.
At this time staff would recommend approval subject to any remaining staff comments.
Commissioner Hoifeldt questioned if the city property to the east is vacated if the owner
of this property would need to resubmit if they choose to purchase and incorporate the
land into their development. Director of Development, Andy Kass, advised that the

addition wouldn’t be wide enough to add additional lots, however there would be the
requirement to submit a revised plat if they were to incorporate that property and make
changes to the plat.
Commissioner Gerlitz moved to approve the Preliminary Plat for Prairie Village Plat 2 subject to
any remaining staff comments. Commissioner Hoifeldt seconded the motion. Ayes: Broderick,
Hoifeldt, Koshy, Ward, and Gerlitz. Nays: none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and the
Waukee Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Prairie Village
Plat 2.

APPROVING THE PRAIRIE VILLAGE PLAT 2 PRELIMINARY PLAT
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Prairie Village Plat 2 on January 11, 2022; AND,
WHEREAS, the Preliminary Plat for Prairie Village Plat 2 is in general conformance with
section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 17th day of January, 2022 that the Preliminary Plat for Prairie Village Plat 2 be approved.

HISTORY
The subject property was recently part of a larger rezoning of approximately 133-acres. The rezoning request was to
rezone portions of the property to R-2, R-3, R-4, and C-1. The rezoning included the 5.06-acre area that is the subject
of this preliminary plat application for single-family development.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 8 lots that are intended for single family residential development. All lots meet
or exceed the minimum requirements of the R-2 zoning district. Table 1 below identifies the minimum requirements of
the R-2 District.

STREETS AND TRAIL
The preliminary plat identifies extensions of 10th Street and Gray Avenue.
A 10-foot trail is planned as part of this portion of the development. It is located on the west side of 10th Street.
Five-foot-wide sidewalks will be installed along the east side of 10th Street and Gray Avenue as lots are developed.
UTILITIES
Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary Sewer, Storm,
Water and Gas will be provided via existing lines coming from the east in Clayton Estates. Stormwater detention will be
provided on-site within each of the eight lots. There is a proposed 70-foot detention easement at the rear of Lots 1-4
and a 30-foot detention easement at the rear of Lots 5-8.
PARKLAND DEDICATION
Parkland dedication requirements will apply to the project because of its residential nature. A total of 0.16-acres of
parkland is required. This parkland dedication will be satisfied through other phases of the Prairie Village development.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated
along Lots 1 & 8 on the east side of 10th Street.
STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments.
