January 17, 2022
(A) Call to Order – The regular meeting of the Waukee City Council was called to order by Mayor
Clarke at 5:30 p.m. at Waukee City Hall, 230 W. Hickman Rd. and electronically via Zoom.
(B) Pledge of Allegiance
(At this point in the meeting, it was discovered that audio was not being broadcast to the public attending
via Zoom. There was a brief pause in the proceedings while the audio problem was corrected.)
(C) Roll Call – The following members were present: Mayor Courtney Clarke; Council Members R.
Charles Bottenberg (electronically), Chris Crone, Larry R. Lyon (electronically), Anna Bergman
Pierce (electronically), Ben Sinclair (electronically). Absent: None.
Also in attendance: City Administrator Tim Moerman, Assistant City Administrator Brad Deets,
Finance Director Linda Burkhart, Public Works Director/City Engineer Rudy Koester
(electronically), Community Development Director Andy Kass, Parks & Recreation Director Matt
Jermier, Marketing & Communications Director Summer Evans (electronically), Human
Resources Director Michelle Lindsay, Police Lt. Jeremy Long, Police Officer Kathryn Guess, City
Clerk Rebecca D. Schuett, City Attorney Steve Brick.
(D) Open Forum
(E) Agenda Approval – Council Member Crone moved to approve the agenda, tabling
consideration of Item I3 until the February 7, 2022, regular meeting; seconded by Council
Member Bottenberg. Results of vote: Ayes: Bottenberg, Crone, Lyon, Pierce, Sinclair. Nays:
None. Motion carried 5 – 0.
(F) Presentations:
1) Iowa League of Cities 2022 legislative priorities – Presentation made by Daniel Stalder,
Government Affairs Outreach Coordinator with the Iowa League of Cities.
(G) Public Hearings:
1) On an ordinance to amend Chapter 169, Zoning Ordinance, City of Waukee, Iowa, by
rezoning certain property from R-3 to R-4, a property known as Prairie Village
Townhomes Plat 1 – Mayor Clarke opened the public hearing and asked if any written
correspondence had been received; City Clerk Schuett replied that none had been received
in the clerk’s office. Community Development Director Kass reviewed the rezoning
application for a 2.6-acre parcel that was initially rezoned as part of the overall Prairie Village
development. The applicant has received consent from the owners of 100% of the
surrounding properties. The rezoning application is generally consistent with the City’s
Comprehensive Development Plan. No comments were made by the public in attendance.
(H) Public Hearing Action Items:
1) Ordinance: Consideration of approval of an ordinance to amend Chapter 169, Zoning
Ordinance, City of Waukee, Iowa, by rezoning certain property from R-3 to R-4, a
property known as Prairie Village Townhomes Plat 1 [introduction; first reading]–
Council Member Crone introduced the ordinance and moved to approve the first reading in
title only; seconded by Council Member Sinclair. Results of vote: Ayes: Bottenberg, Crone,
Lyon, Pierce, Sinclair. Nays: None. Motion carried 5 – 0.
(I) Action Items:
1) Consent Agenda: Council Member Sinclair moved to approve the Consent Agenda;
seconded by Council Member Crone. Results of vote: Ayes: Bottenberg, Crone, Lyon,

2) FY2023 Budget: Enterprise, General – Matt Stoffel with PFM Financial Advisors, LLC
(participating electronically) discussed utility funds, recommending increases in water,
wastewater and storm water rates, and a reduction in solid waste rates. Finance Director
Burkhart and department directors then reviewed the proposed general fund, capital
equipment recommendations and staffing increases.
3) Budget approval timeline – Reviewed as part of the FY2023 Budget discussion.
4) Staffing plan – Reviewed as part of the FY2023 Budget discussion.
5) Facilities plan – Assistant City Administrator Deets discussed plans to add offices and
make security improvements at Waukee City Hall.
6) Warrior Lane Improvements Phase 2 Project update – Public Works Director/City
Engineer Koester briefly reviewed the project and anticipated road closures.
E. Comments – Mayor Clarke discussed the MAC committee on civility in public meetings and a
recent meeting with representatives of the Greater Des Moines Convention and Visitors Bureau
(CVB).

focused on design for community, wellness, energy, economy, change and integration.

steps in the site and concept design process.
