AGENDA ITEM:Consideration of approval of a resolution approving a preliminary plat
for Waukee Crossing Plat 2 Outlot W
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for a 22-acre single-family residential development located south of
NW Sunrise Drive and west of NW 2nd Street. The plat includes sixty-
seven (67) lots for single-family residential development. All lots meet
or exceed the minimum requirements of the R-2 One and Two-Family
Residential District.
Access to the site will be provided by local streets entering from NW 2nd
Street and NW 6th Street, which is in the process of being constructed by
the developer of Waukee Crossing Plat 2. Utilities will also be extended
to serve the proposed development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning
Commission reviewed the request at their meeting on February 8,
2022, recommended approval subject to remaining staff comments:
Approval of a Preliminary Plat for Waukee Crossing Plat 2 Outlot W
City Planner, Bill Mettee, introduced the request for approval of a preliminary plat for a
residential subdivision as submitted by the applicant, Hubbell Realty Company. The
subject property is generally located south of NW Sunrise Drive and west of NW 2nd
Street, containing approximately 22 acres.
Mr. Mettee explained that the plat identifies a total of 67 single family lots that meet or
exceed the R-2 zoning district requirements, and one outlot that contains a stormwater
detention pond to the northeast of the site. Public streets will provide access through the
site, a 10-foot-wide trail will be installed along the east side of NW 6th Street, and 5-foot
sidewalks will be installed along NW Sunrise Drive and within the development with
individual lot development. All public utilities will sere the site and landscape buffer
easements will be installed along the north, east, and west sides of the site. the applicant
has suggested a fee in lieu of dedication of 1.31 acres of parkland.

At this time staff would recommend approval subject to any staff comments.
Commissioner Tessau questioned if the pond would be wet bottomed. Mr. Mettee
advised that was correct.
Commissioner Broderick questioned if the pond was located too close to the
Round About. Director of Development Andy Kass and representative of the
applicant, Emily Harding of Civil Design Advantage, advised that the properties
to the east and west have ponds that border a roundabout, and that there are no
provisions that restrict the location for ponds. This is also the low point of the
property and ideal for water run off collection. Commissioner Hoifeldt also
advised that roundabouts generally involve slower traffic so incidents involving
the pond will generally involve driver error.
Commissioner Streit moved to approve the Preliminary Plat for Waukee Crossing Plat 2
Outlot W subject to any remaining staff comments. Commissioner Gerlitz seconded the
motion. Ayes: Hoifeldt, Streit, Broderick, Koshy, Tessau, and Gerlitz. Nays: none.
Motion Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and the
Waukee Subdivision Ordinance. Staff is working with the applicant to
address the last few remaining comments.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Waukee
Crossing Plat 2 Outlot W, subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Waukee Crossing Plat 2 Outlot W subject to remaining staff
comments on February 8, 2022; AND,
WHEREAS, the Preliminary Plat for Waukee Crossing Plat 2 Outlot W is in general
conformance with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 22nd day of February, 2022 that the Preliminary Plat for Waukee Crossing Plat 2 Outlot
W be approved subject to remaining staff comments.

HISTORY
The Planning and Zoning Commission reviewed and recommended approval of the rezoning for the subject property at
their meeting on June 8, 2021. The City Council approved the rezoning at their meeting on July 19, 2021. The Planning
and Commission then reviewed the Preliminary and Final Plats for Waukee Crossing Plat 2 at their July 19, 2021 meeting
and recommended approval to City Council, who approved the resolutions at their August 30, 2021 meeting.
PROJECT DESCRIPTION
LOTS
The plat identifies a total of sixty-seven (67) single-family lots and one (1) outlot. Outlot Z is intended to be used for
detention and is approximately 1.75 acres in area. The single-family lots range in size from 8,450-square feet to 20,994-
square feet. All lots meet or exceed standard R-2 zoning requirements. Table 1 summarizes the requirements of the R-2
zoning district.

STREETS AND TRAILS
NW 6th Street is currently under construction and shown to be extending north to connect to NW Sunrise Drive.
Three local streets will provide access within the development. These streets will be named during the Final Plat phase
of the project. A 10-foot-wide trail will be installed along the east side of NW 6th Street and 5-foot sidewalks will be
installed along the south side of NW Sunrise Drive and within the development as a part of individual lot development.
There is an existing 10-foot trail along the west side of NW 2nd Street.
UTILITIES
Public utilities will serve the proposed plat. Extensions will be made from the existing area mains.
EASEMENTS
All proposed easements have been indicated on the plat. Landscape buffer easements have been recorded and exist
along the north, east and west sides of Waukee Crossing Plat 2 Outlot W
PARKLAND DEDCIATION
Based upon the number of lots shown, a total of 1.31 acres of parkland is required to be dedicated to the City. The
applicant has proposed a fee in lieu of dedication of parkland.
STAFF RECOMMENDATION
The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property
is consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat for Waukee Crossing Plat
2 Outlot W subject to remaining staff comments.
