for Prairie Village Overall
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a preliminary
plat for an 82.22-acre single-family and townhome residential
development generally located west of 6th Street and north of University
Avenue. The plat includes 168 lots for single-family residential
development and two outlots that are approximately 11-acres each for
future townhome development. All lots meet or exceed the minimum
requirements of the R-2 One and Two-Family Residential District and
the R-4 Row and Townhome Residential District.
Access to the site will be provided by two streets entering from
University Avenue and 11th Street, which was constructed during Prairie
Village Plat 1. Utilities will also be extended to serve the proposed
development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT:The Planning and Zoning
Commission reviewed the request at their meeting on January 11,
2022, recommended approval subject to remaining staff comments:
Approval of a Preliminary Plat for Prairie Village Overall
City Planner, Bill Mettee, introduced the request for approval of a preliminary
plat as submitted by the applicant Signature Companies of Iowa. The subject property is
generally located north of University Avenue and west of 6th Street containing
approximately 82.22 acres.
Mr. Mettee advised that the preliminary plat identifies a total of 168 lots that are
intended for single family residential development and two lots that are intended for
future townhome development. All lots meet or exceed their respective minimum
requirements of the zoning district. Outlot Z is intended for Stormwater detention and
will be owned and maintained by a Homeowner’s Association. Outlot T which is
intended for parkland would also be owned and maintained by the HOA. Outlots U and V
are intended to be dedicated to the City for required parkland dedication.

At this time staff recommends approval of the preliminary plat for Prairie Village
Overall subject to any remaining staff comments.
Commissioner Koshy questioned what the jog at the north of the plat boundary
was for. Mr. Mettee advised that is an access easement for the parkland.
Commissioner Hoifeldt questioned if there was only one road headed west. Mr.
Kass advised that was correct as of now due to property acquisition availability,
however future development would see other connections headed west.
Commissioner Gerlitz moved to approve the Preliminary Plat for Prairie Village
Overall subject to any remaining staff comments. Commissioner Ward seconded the
motion. Ayes: Broderick, Hoifeldt, Koshy, Ward, and Gerlitz. Nays: none. Motion
Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed preliminary plat
meets the intent and the requirements of the Zoning Ordinance and the
Waukee Subdivision Ordinance. Staff has worked with the applicant and
their engineer and all comments have been addressed.
RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Prairie Village
Overall

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Waukee Planning and Zoning Commission reviewed and recommended
approval of a Preliminary Plat for Waukee Crossing Plat 2 Outlot W subject to remaining staff
comments on February 8, 2022; AND,
WHEREAS, the Preliminary Plat for Waukee Crossing Plat 2 Outlot W is in general
conformance with section §303 - Land Subdivision Ordinance of the Waukee Municipal Code.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee, Iowa on
this the 22nd day of February, 2022 that the Preliminary Plat for Waukee Crossing Plat 2 Outlot
W be approved subject to remaining staff comments.

HISTORY
The subject property was recently part of a larger rezoning of approximately 133-acres. The rezoning request was to
rezone portions of the property to R-2, R-3, R-4, and C-1. The rezoning included the 82.22-acre area that is the subject
of this preliminary plat application for single-family and townhome development.
PROJECT DESCRIPTION
LOTS
The preliminary plat identifies a total of 168 lots that are intended for single family residential development and two lots
that are intended for townhome development. All lots meet or exceed the minimum requirements of the R-2 and R-4
zoning districts. Tables 1 & 2 below identify the minimum requirements of the R-2 and R-4 Districts.

Outlot Z shown on the preliminary plat is intended to be utilized for stormwater detention. Outlot Z will be owned and
maintained by the homeowners association. Outlot T shown on the preliminary plat is intended to be utilized for
parkland, and also maintained by the HOA. Outlots V and U are intended to be dedicated to the City of Waukee for
parkland.

STREETS AND TRAIL
The preliminary plat identifies extensions of new and existing streets, including 11th Street and 17th Street. Additionally,
University Avenue will receive an HMA asphalt overlay as part of the public improvements.
A 10-foot trail is planned as part of this portion of the development. One location is along the north side of University
Avenue south of the townhome parcels and the second is on the west side of 17th Street from University Avenue to the
plat boundary to the north. Five-foot-wide sidewalks will be installed as each lot is developed.
UTILITIES
Utilities will be extended to service the proposed plat as part of future public improvements. Sanitary sewer will be
provided via an existing trunk sewer to the east. Water main will be connected to the existing water main located on
the north side of University Avenue. Stormwater detention will be provided on-site within the basin shown on Outlot Z.
PARKLAND DEDICATION
Parkland dedication requirements will apply to the project because of its residential nature. The preliminary plat
identifies Outlots U and V as areas to be dedicated to the City of Waukee for parkland dedication. Outlot U is 3.50-
acres in area and Outlot V is 1.44-acres in area.
EASEMENTS
All proposed easements have been indicated on the preliminary plat. Landscape buffer easements have been indicated
on the lots that are adjacent to University Avenue and 17th Street and surrounding the Townhome parcels.

STAFF RECOMMENDATION
All proposed lots meet the minimum requirements of the Zoning Ordinance, the preliminary plat is in general
conformance with the Subdivision Ordinance, and the proposed land use of the property is consistent with the
Comprehensive Plan. Staff recommends approval of the preliminary plat subject to remaining staff comments.
