AGENDA ITEM:Consideration of approval of a resolution approving the completion and
submission of an application to the Iowa Department of Natural Resources
(IDNR) for an Iowa State Revolving Fund (SRF) Water Resource Sponsored
Project [Little Walnut Creek Streambank Restoration Project]
FORMAT:Resolution
SYNOPSIS INCLUDING PRO & CON: The City of Waukee intends to apply for a low interest
SRF loan for the NE Outfall Sewer project. The SRF program allows for 1% of the loan interest (for
this project approximately $1,000,000) to be utilized for a water quality improvement project in the
Little Walnut Creek Watershed. The City of Clive intends to complete a streambank restoration
project along the same stretch of Little Walnut Creek the NE Outfall Sewer is proposed to be installed.
The City of Clive has agreed to allowing Waukee to construct this sewer in exchange for a monetary
contribution to their project. The proposed Water Resource Sponsored project is to be administered by
the City of Clive on Waukee’s behalf. Staff expect a 28E Agreement to follow outlining the specifics
and responsibilities for each agency as this project progresses. This resolution is required to be
approved by the agency that will be taking out the SRF loan (in this case Waukee) as part of the SRF
Water Resource Sponsored project application. The SRF Water Resource Sponsored application is
due March 1st and Clive’s consultant Stantec is completing the application on their behalf.

RESOLUTION 2022-
APPROVING THE COMPLETION AND SUBMISSION OF AN APPLICATION TO
THE IOWA DEPARTMENT OF NATURAL RESOURCES (IDNR) FOR AN IOWA
STATE REVOLVING FUND (SRF) WATER RESOURCE SPONSORED PROJECT
[LITTLE WALNUT CREEK STREAMBANK RESTORATION PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, this program will be implemented through the Clean Water State Revolving Fund
(CWSRF), a loan program for construction of water quality facilities and practices. On a typical
CWSRF loan, the utility borrows principal and repays principal plus interest and fees. On a
CWSRF loan with a sponsored project, a portion of the interest due on the loan is used to fund
the work of the sponsored project, so the utility’s ratepayers do not pay any more than they
would have for just the wastewater improvements. Instead, two water quality projects are
completed for the cost of one; AND,
WHEREAS, the City wishes to apply for the resource restoration sponsored project funding to
complete the Little Walnut Creek Streambank Restoration Project; AND,
WHEREAS, the filing of an Iowa SRF Water Resource Restoration Sponsored Project
application is in the best interest of the citizens of the City of Waukee, Iowa.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Completion and Submission of an Application to the Iowa DNR for an Iowa SRF Water
Resource Sponsored Project [Little Walnut Creek Streambank Restoration Project] is hereby
approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 22nd day of February
2022.
