[Grand Prairie Parkway and SE Tallgrass Lane Traffic Signals] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The original Agreement for Professional Consulting Services with Snyder & Associates, Inc. (RES #2021-516) includes traffic signal design for the intersection of Grand Prairie Parkway and SE Tallgrass Lane. The project will support the increasing traffic generated by the continued growth and development in the area. The City has decided to proceed with installation of traffic signals at the intersection of SE Ashworth Road and SE Parkview Crossing. Development in the area is set to be complete in the fall of 2023. Planned signal installation at Grand Prairie Parkway and SE Tallgrass Lane is in close proximity, and lead time on traffic signal equipment make it advantageous to proceed with design and bidding at this time. Theis supplemental agreement includes additional topographic survey and traffic signal design to include both intersections in a single bid package. [GRAND PRAIRIE PARKWAY AND SE TALLGRASS LANE TRAFFIC SIGNALS] IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal Organization; AND, WHEREAS, the City retained the consultant services of Snyder & Associates, Inc. for the Grand Prairie Parkway and SE Tallgrass Traffic Signals Project (Resolution #2021-516); AND, WHEREAS, the Agreement for Professional Consulting Services with Snyder & Associates, Inc. includes traffic design for the intersection of Grand Prairie Parkway and SE Tallgrass Lane. GENERAL The City of Waukee has decided to proceed with installation of traffic signals at the intersection of SE Ashworth Road and SE Parkview Crossing. Development in the area is set to be complete in the fall of 2023. Planned signal installation at Grand Prairie Parkway and SE Tallgrass Lane is in close proximity, and lead time on traffic signal equipment make it advantageous to proceed with design and bidding at this time. This supplemental agreement includes additional topographic survey and traffic signal design to include both intersections in a single bid package II. BASIC SERVICES A. Topographic Survey The Consultant shall perform additional topographic survey at the intersection of SE Ashworth Road and SE Parkview Crossing to facilitate design efforts. a. Site Features: A topographic field survey will be performed of the above ground physical features including pavements, trees, drainage structures, pipes, driveways, utility appurtenances, etc. within the limits of the Project. The survey corridor will be as shown and delineated in the attached Location Map. b. Utilities: The utility portion of the survey shall be created using the field survey and information as provided to the Consultant from the utility owners by either existing record and or physical field locates. The Consultant shall make a diligent attempt to make an -2- \\orion\volume\Projects\2022\122.0095.01\Administration\AGMT_2022-02-14_SA01Scope.docx accurate representation of underground utilities, vaults and related items but no guarantee can be made as to the condition or location horizontally or vertically between each structure. This portion of the topographic survey would constitute a level "C" utility survey as outlined by the Subsurface Utility Engineering profession. c. Coordinate System: The coordinate system used will be State Plane Iowa South (1402) NAD 83. B. Boundary Survey The Consultant will perform research and locate field evidence necessary to establish the existing right of way lines within the project limits. No boundary surveys will be done of properties outside of the existing right of way. The right of way information will be used for design and plan preparation purposes. C. Roadway Design It is understood the intersection has already been or will be constructed and has been designed to accommodate traffic signals. The Consultant will perform design for minor sidewalk and ramp relocation as needed for the installation of traffic signals. D. Right-of-Way Services Right-of-way has already been or will be acquired by the City. E. Traffic Signal Design The Consultant shall perform the following tasks: a. Preliminary Traffic Signal Design and Plans: i. Develop a design criteria memo for the traffic signalization functionality for approval by the City prior to final design. ii. Traffic Signal Design: Utilize project base mapping to prepare traffic signal plans, using applicable design standards and specifications of the City, SUDAS, and the MUTCD. iii. Traffic Signal Plan Sheets: Traffic signal preliminary plans are anticipated to include the following sheets. Signal layout sheets will include proposed signal poles, controller cabinet, and signal head placement. 1. Signal Layout Sheet for the intersection. 2. Signal Wiring and Phasing Sheet for the intersection. iv. Prepare preliminary opinion of probable traffic signal cost. b. Final Traffic Signalization Design and Plans: i. Upon receipt of preliminary plan review comments from the City, the Consultant will complete traffic signal construction documents for the Project. ii. Complete the final traffic signal design, plans, and specifications for incorporation into the contract documents. Specifications may include Special Provisions, plan notes or estimate reference information to supplement City and/or Iowa SUDAS specifications. 2. Final plans are anticipated to include the following additional plan sheets incorporated into the overall project plans. a. Signal Layout Sheet for the intersection b. Signal Wiring and Phasing Sheet for the intersection c. Signal Interconnect from Grand Prairie Pkwy to this intersection d. Signal Detail Sheet(s) 3. Provide final plans, specifications, and update to bid documents for the project letting. 4. Prepare final opinion of probable traffic signal cost to incorporate into the project cost opinion. III. CONSTRUCTION PHASE SERVICES Upon receipt of authorization under the Final Design Phase as described herein, the Consultant shall perform the following services: A. Bidding Scope included in original contract; no additional scope necessary. B. Construction Administration The Consultant shall perform construction administration duties, for the traffic signals at SE Ashworth Road and SE Parkview Crossing, consistent with the scope identified in the original contract. C. Traffic Signalization Construction Services The Consultant shall perform construction services specifically related to the traffic signals at SE Ashworth Road and SE Parkview Crossing as follows: a. Review any additional shop drawings, test reports, catalog cuts and materials certifications for compliance with the project specifications, not previously included within the original contract. b. Observe construction activities as requested by the City. Anticipated activities include pouring mast arm pole foundations. c. Develop traffic signal timing plans for the proposed traffic signal. Provide plans to City for review. d. Attend initial turn-on of traffic signals and assist with timing operation adjustments. Conduct field review of implemented timings and make adjustments. e. Conduct an on-site review of the constructed improvements with the City prior to final acceptance of the Project. -4- \\orion\volume\Projects\2022\122.0095.01\Administration\AGMT_2022-02-14_SA01Scope.docx D. Construction Survey The Consultant will be responsible for providing construction staking for the work at the intersection of SE Ashworth Road and SE Parkview Crossing. The Consultant will set stakes needed for installation of the traffic signals. It is anticipated that two trips will be necessary, one for signals and one for sidewalk modifications. Staking needed for other roadway items or utilities is not included in this scope of work. Any staking that is destroyed due to construction activates and needs to be replaced will be at the Contractor’s Expense. Construction documents will contain notes indicating the scope of construction staking to be provided. E. Record Drawings The Consultant shall furnish record documents, for the traffic signals at SE Ashworth Road and SE Parkview Crossing, consistent with the scope identified in the original contract. IV. COMPENSATION In consideration of the professional services provided herein, the City agrees to pay the Consultant the following sum, NOT-TO-EXCEED, including any authorized reimbursable expenses, pursuant to the Schedule of Fees set forth in Attachment 3 of the original agreement.
