for Additional Services No. 1 with Snyder & Associates, Inc. [Hickman Road
and SE Brick Drive Intersection Project]

SYNOPSIS INCLUDING PRO & CON: The Agreement for Professional Consulting Services with
Snyder & Associates, Inc for the Hickman Road and SE Brick Drive Intersection Project was approved
on January 3, 2022 (RES # 2022-014) for $48,800. The Iowa DOT is requiring the traffic impact
study previously completed by McClure Engineering to be updated for this intersection. Staff recently
learned the developer has not engaged an engineering firm to complete the TIS update. To ensure this
project remains on schedule (as it is now a part of the Hickman and Waco/Berkshire Intersection
Improvements project Waukee is completing jointly with Clive), staff have asked Snyder to complete
the TIS update. The original agreement is for $48,800. Supplemental No. 1 for $11,000 would
increase the budget to $59,800.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: Snyder & Associates, Inc. will
complete the services for hourly rate fee with a not to exceed total of $11,000.00

APPROVING AMENDMENT NO. 1 TO AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES WITH SNYDER & ASSOCIATES, INC.
[HICKMAN ROAD AND SE BRICK DRIVE INTERSECTION PROJECT]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City retained the consultant services of Snyder & Associates, Inc. for the
Hickman Road and SE Brick Drive Intersection Project (Resolution #2022-014); AND,
WHEREAS, the Supplemental Agreement is for additional services including but not limited to
completing a Traffic Impact Study as required by the Iowa Department of Transportation; AND,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Supplemental Agreement for Additional Services No. 1 between Snyder & Associates, Inc. and
the City of Waukee, Iowa [Hickman Road and SE Brick Drive Intersection Project] is hereby
approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 7th day of March,
2022.

ATTACHMENT 1A - SCOPE OF SERVICES
HICKMAN ROAD & SE BRICK DR TRAFFIC IMPACT STUDY
WAUKEE, IOWA
The following scope and fee proposal is for the Traffic Impact Study (TIS) for the planned apartment complex
located north of Hickman Rd (US Hwy 6) and east of SE Brick Dr. The study will include both the Hickman Rd &
Alice’s Rd and Hickman Rd & Berkshire Pkwy/SE Waco Pl intersections. The following tasks are included as part
of the study.
A. Perform a traffic study following the requirements outlined by the Iowa Department of Transportation in
the “Guidelines for Traffic Impact Analysis”, dated December 5, 2013. Information included in the
McClure Traffic Volume Review dated July 30, 2019 will be utilized for background, site development,
and trip generation. Trip distribution will be modified based on the proposed SE Brick Dr intersection
concept.
B. Data collection will utilize existing information provided within the McClure review and be supplemented
with additional information. The additional information will include newer traffic count data at Hickman
Rd & Berkshire from a recent traffic signal warrant study and traffic count data at Hickman Rd & Alice’s
Rd provided by the City of Waukee. Crash data within the study area will be collected from the Iowa
Department of Transportation’s Iowa Crash Analysis Tool (ICAT).
C. Analysis will include all three project intersections with a focus on the Hickman Rd & Brick Dr intersection.
Operational and safety analysis will be conducted in accordance with the TIS requirements from the Iowa
Department of Transportation.
D. Prepare a draft TIS report summarizing analyses and recommendations. Submit draft report to the City of
Waukee and Iowa Department of Transportation for review. Finalize and submit final report after receipt
of comments.
Engineering Fees and Schedule
Snyder & Associates, Inc. will complete the above services for hourly rate fee with a not to exceed total of $11,000.
Work will begin upon receipt of the signed agreement and will be completed according to a mutually acceptable
schedule. It is understood that the City of Waukee is designing the intersection improvements at Hickman Rd &
SE Brick Dr and with the goal of a winter letting.
Additional Services
Additional services requested by the Client will be completed through a supplemental agreement or amendment
signed by both parties. Additional services may include but are not limited to the following:
Project meetings with Client, Polk County,
and/or Iowa DOT.
Conducting additional traffic counts or field
review.
Traffic analysis of additional intersections,
development scenarios or time periods.
Site plan preparation or modifications.
Design of intersection improvements, beyond
Brick Dr intersection.
