Transportation Addendum to Agreement No. 4-21-USTEP-004 [Hickman
Road Improvements Project, SE Waco Place/Berkshire Parkway to SE Brick
Drive]

SYNOPSIS INCLUDING PRO & CON: The original agreement was approved by the City of Clive
and the Iowa Department of Transportation (IDOT) to provide funds through the Urban-State Traffic
Engineering Program (U-STEP), a cooperative program for safety or operation improvements on
primary roadways. The IDOT made the funds available for reimbursement and will share eligible
construction and right-of-way costs in the ratio of 55% IDOT funds and 45% local funds, up to a
maximum amount of $200,000 for “spot improvement” or $400,000 for “linear improvement”. This
project was originally a spot improvement ($200,000) for the intersection of Hickman
Rd/Berkshire/SE Waco Pl. The City of Waukee has since included the intersection of Hickman Rd/SE
Brick Dr into the project due to development and this project scope change has now made this project
a linear improvement. This amendment changes the project description from a spot improvement to a
linear improvement and ultimately increases the maximum funding amount from $200,000 to
$400,000.
The Addendum is between the Cities of Clive and Waukee and the Iowa Department of
Transportation. This addendum reflects the current concept of this project which is subject to
modification by mutual agreement between the Cities and the Department. This project is in the draft
FY 2023 CIP with a total project budget of $750,000.

APPROVING IOWA DEPARTMENT OF TRANSPORTATION ADDENDUM TO
AGREEMENT NO. 4-21-USTEP-004 [HICKMAN ROAD IMPROVEMENTS PROJECT,
SE WACO PLACE/BERKSHIRE PARKWAY TO SE BRICK DRIVE]
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, the City of Clive and the Iowa Department of Transportation entered into an
agreement to provide funds through the Urban-State Traffic Engineering Program (U-STEP), a
cooperative program for safety or operation improvements on primary roadways AND,
WHEREAS, the City of Waukee has since included the intersection of Hickman Rd/SE Brick
Dr into the project due to development and this project scope change has now made this project a
linear improvement and ultimately increases the maximum funding amount from $200,000 to
$400,000; AND,
WHEREAS, the Addendum is between the Cities of Clive and Waukee and the Iowa
Department of Transportation. This addendum reflects the current concept of this project which
is subject to modification by mutual agreement between the Cities and the Department;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Waukee that the
Addendum to Agreement No. 4-21-USTEP-004 [Hickman Road Improvements Project, SE
Waco Place/Berkshire Parkway to SE Brick Drive] is hereby approved.
Passed by the City Council of the City of Waukee, Iowa, and approved the 7th day of March,
2022.

This Addendum is entered between the Cities of Clive and Waukee, Iowa (hereinafter referred to as the
Recipient) and the Iowa Department of Transportation (hereinafter referred to as the Department). Iowa Code
Sections 306A.7 and 307.44 provide for the Recipient and the Department to enter into agreements with each
other for the purpose of financing transportation improvement projects on streets and highways in Iowa with
Federal funds.
The Department and the Recipient previously entered into the following agreement(s) for the above referenced
project: Agreement No. 04-21-USTEP-004 for an Agreement for a Urban-State Traffic Engineering Program (U-
STEP) that was executed April 1, 2021.
This addendum reflects the current concept of this project which is subject to modification by mutual agreement
between the Recipient and the Department;
Therefore it is agreed as follows:
The Recipient proposes to develop and complete the following described linear improvement project: For
improvements to US 6- Hickman Road, from the intersection of SE Waco Place/Berkshire Parkway to the
intersection of SE Brick Dr that includes the installation of traffic signals, and ADA-compliant pedestrian
accommodation
This Addendum, as well as the unaffected provisions of any previous agreement(s), addendum(s), and/or
amendment(s) represents the entire agreement between the Recipient and the Department regarding this project.
All previously executed agreements will remain in effect as amended herein. Any subsequent change or
modification to the terms of this Agreement will be in the form of a duly executed amendment to this document.
