Public Works 2nd Floor Expansion Project]

SYNOPSIS INCLUDING PRO & CON: The bids are for furnishing of all labor, equipment,
and materials for the construction of improvements for the build-out of a 3,045 SF open space on
the 2nd floor into offices, IT data room, work room and an open office area. New egress stairs
from the existing mezzanine into the engineering bay are also included.
Bids were received on March 10, 2022, with seven general contractors submitting bids. The
engineer’s estimate for the project was $487,735, which did not include Bid Alternate 1 prior to
the bid opening. Bid Alternate 1 was estimated to be $3,128, which entailed removal and
replacement of all existing vinyl tile on the 2nd Floor. Base bid and Bid Alternate 1 combines for
a total estimate of $490,863.00. The apparent low bid including Bid Alternate No. 1 was
submitted by Core Construction Services, LLC. This bid is approximately 26% below the most
recent cost estimate.
Based on review of the bids received and the project budget, Farnsworth Group recommends
award of the Base Bid and Bid Alternate 1 for a total amount of $490,863.00 to Core
Construction Services, LLC. The total project budget is $650,000.00. This project has a
completion date of December 16, 2022.

STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding
the Base Bid and Bid Alternate 1 to Core Construction Services, LLC of Des Moines, IA
[Waukee Public Works – 2nd Floor Expansion Project].
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE WAUKEE PUBLIC WORKS BUILDING
2ND FLOOR EXPANSION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the Waukee Public Works Building 2nd Floor Expansion, described in the
plans and specifications heretofore adopted by this Council on March 21, 2022, be and is hereby
accepted, the same being the lowest responsive, responsible bid received for such work, as follows:
Contractor:Core Construction Services, LLC,of Des Moines, IA
Amount of bid:$389,550.00
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Dear Mr. Koester:
We received the bids for the Waukee Public Works – 2nd Floor Expansion project on Thursday March 10,
2022, at 2:00 p.m. We had great participation with (7) general contractors submitting a bid. We
distributed paper and electronic plans to over 40 different General Contractor and Subcontractor
companies. We feel this was a very good response to the timing for this bid and it is a clear indication of
the cost of this project. Enclosed is the Certified Bid Tabulation for your use and review of the bids
received.
The most recent Architect’s Cost Estimate, dated February 2, 2022, was $487,735, which did not include
Alternate #1. Prior to the bid opening, we estimated Alternate #1 at $3,128, which combines for a total
estimate of $490,863.
The apparent low bid including Alternate No. 1, submitted by Core Construction Services LLC, is
$387,000 + $2,550 = $389,550 which is about 26 percent below the most recent cost estimate. There
was only a 0.76% difference between the low bid and the second low bid.
Based on the strong participation and the bids received, we recommend moving forward with awarding
the contract for construction, including Alternate #1, for the Waukee Public Works – 2nd Floor Expansion
project, in the amount of $389,550 to Core Construction Services, LLC of Des Moines, Iowa.
