Drive Overlay Project, NW 10th Street to N Warrior Lane]

SYNOPSIS INCLUDING PRO & CON: The bids are for furnishing of all materials, labor and
equipment necessary for installation of approximately: 130 CY of grading, 16,000 SY of
subgrade preparation, 300 tons of subgrade treatment, 4,600 tons of HMA pavement, 800 tons of
granular shoulders, 66 LF of storm sewer, 200 stations of durable pavement marking, temporary
traffic control, 40 tons of rip rap, and miscellaneous related work and appurtenances.
Bids were received on March 30, 2022, with three general contractors submitting bids. The
engineer’s estimate for the project was $649,747.00, The apparent low bid was submitted by
InRoads, LLC of Des Moines, Iowa for $638,555.30. This bid is approximately 1.72% below the
engineer’s estimate.
Based on review of the bids received and the project budget, Foth recommends award of the
project for a total amount of $638,555.30 to InRoads, LLC. The total project budget is
$850,000.00. This project has a completion date of July 29, 2022.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $490,863.00
COMMISSION/BOARD/COMMITTEE COMMENT:
STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding
the contract to InRoads, LLC of Des Moines, IA [NW Meredith Drive Overlay Project, 10th Street
to N. Warrior Lane ].
RECOMMENDATION: Approve the resolution.

RESOLUTION MAKING AWARD OF CONSTRUCTION
CONTRACT FOR THE NW MEREDITH DRIVE OVERLAY NW
10TH STREET TO N. WARRIOR LANE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE
OF IOWA:
Section 1.That the following bid for the construction of certain public improvements
described in general as the NW Meredith Drive Overlay NW 10th Street to N. Warrior Lane,
described in the plans and specifications heretofore adopted by this Council on April 4, 2022, be
and is hereby accepted, the same being the lowest responsive, responsible bid received for such
work, as follows:
Contractor:InRoads, LLC,of Des Moines, IA
Amount of bid:$638,555.30
Portion of project:All construction work
Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the
contractor for the construction of the public improvements, such contract not to be binding on the
City until approved by this Council.

Dear Mr. Koester:
The Bid Letting for the referenced Project was held on March 30, 2022 and bids were received from a
total of three (3) different bidders. A summary of the bids is as follows:

InRoads, LLC Des Moines, IA $638,555.30
OMG Midwest Inc. Ankeny, IA $640,389.88
Grimes Asphalt & Paving Corp. Des Moines, IA $719,003.65
Our Engineer’s Opinion of Probable Cost for the Total Bid Amount for this project was $649,747.00.
However, the Engineer’s Opinion of Probable Cost used a different quantity of Rip Rap than was
included with the plans and project specifications. The Engineer’s Opinion of Probable Cost should have
been $645,407.00.
Attached please find a detailed Tabulation of Bids for your information.
We have reviewed the lowest responsive bid and bid attachments and everything appears to be in order.
It is recommended that the City of Waukee award contract for this work to InRoads, LLC, of Des Moines,
Iowa in the amount of $638,555.30. Appropriate contract documents have been prepared for signatures
and forwarded to the Contractor for City Council award on April 4, 2022.
