AGENDA ITEM: Consideration of approval of a resolution approving a final plat for
Vintage Estates of Waukee Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for a 11-acre residential and commercial development. The property is
located west of SE Parkview Crossing Drive and south of SE Tallgrass
Lane. The final plat identifies the creation of two (2) lots for
development. Lot 1 is 7.9-acres in area and is intended to be developed
for a detached townhome development. Lot 2 is 3.03-acres in area and is
intended for future commercial development.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on December 14,
2021, recommended approval subject to remaining staff comments:
Approval of a Final Plat for Vintage Estates of Waukee
Planning Coordinator, Andy Kass, introduced the request for approval of a preliminary plat, final
plat, and site plan for a villa style townhome development as submitted by the applicant, Ewing
Properties. The property is generally located north of SE Esker Ridge Drive and west of SE
Parkview Crossing Drive, containing approximately 11- acres.
Mr. Kass advised that the development would include the construction of 29 detached townhome
units and one clubhouse that will be owner occupied, but parceled as one lot to be operated as a
Cooperative for maintenance of the common areas. The maximum size of the villas is shown to
be 2,552 square feet and the clubhouse is shown to be 6.507 square feet in size and contain an
outdoor pool. A Planned Development provides specific provisions for the size and appearance of
the product. Access to the property is shown off of SE Esker Ridge Drive to the privately owned
and maintained SE Vintage Lane for final access to the units and clubhouse. Public utilities will
be extended to the property, all utilities internal to the site will be privately owned and
maintained. A 25 foot landscape buffer is required along all sides of the development, and a fee
has been proposed in lieu of parkland dedication.
Lot 2 which is zoned K-OF ( Kettlestone Office District) will not contain any of the mentioned
project. Development on this lot is not proposed at this time.

Staff recommends approval of the preliminary plat, final plat, and site plan subject to any
remaining staff comments and review of the legal documents.
Commissioner Hoifeldt moved to approve the Preliminary Plat for Vintage Estates of
Waukee subject to any remaining staff comments and review of the legal documents. The
motion was seconded by Commissioner Ward. Ayes: Streit, Broderick, Hoifeldt, Koshy,
Ward, and Gerlitz. Nays: none. Motion Carried.
Commissioner Hoifeldt moved to approve the Final Plat for Vintage Estates of Waukee
subject to any remaining staff comments and review of the legal documents. The motion
was seconded by Commissioner Gerlitz. Ayes: Streit, Broderick, Hoifeldt, Koshy, Ward,
and Gerlitz. Nays: none. Motion Carried.
Commissioner Hoifeldt moved to approve the Final Plat for Vintage Estates of Waukee subject to
any remaining staff comments and review of the legal documents. The motion was seconded by
Commissioner Broderick. Ayes: Streit, Broderick, Hoifeldt, Koshy, Ward, and Gerlitz. Nays:
none. Motion Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the Zoning Ordinance and the Waukee
Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Final Plat for Vintage Estates of
Waukee Plat 1 subject to remaining staff comments.

IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, E & J, LLC, has requested final plat approval of Vintage Estates of Waukee Plat 1 (the
“Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on December 14, 2021, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for Vintage Estates of Waukee Plat 1 and the documents relating thereto
will comply with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
4th day of April, 2022, that the Final Plat for Vintage Estates of Waukee Plat 1 be and the same is
hereby accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Public Utility Easement;
2. Public Ingress/Egress Easement;
3. Public Gas Easement;
4. Public Landscape Buffer Easement;
5. Private Storm Sewer Easement; and
6. Private Overland Flowage Easement

HISTORY
The subject property is located north of SE Esker Ridge Drive and west of SE Parkview Crossing Drive. The
property is approximately 11-acres in area and was the subject of a rezoning in summer 2021.
PROJECT DESCRIPTION
The project involves the construction of 29 detached villa style townhome units and one (1) clubhouse. The
maximum size of the villas is shown to be 2,552 square feet in area. The clubhouse is shown to be 6,507
square feet in area and will have an exterior pool. The project is proposed to be developed over the course of
one phase. All units will be owner-occupied. The units will be platted on one lot. Trash and recycling service
will be provided to each unit. As part of the rezoning process a planned development overlay (PD) was
approved to allow for the development. The PD included some specific provisions that the developer will be
required to comply with. The specific provisions are as follows:
Minimum two car garage;
Minimum of 1,350 square feet of floor area per unit;
No more than two adjacent units can share the same building elevation; and
Prohibition of vinyl siding

The site plan demonstrates that the proposed units will meet or exceed the minimum bulk regulations of the
R-4/PD-1 zoning district. Table 1 below summarizes the bulk regulations that are applicable to the proposed
development.

ACCESS AND PARKING
Access to the property is shown to be provided from SE Esker Ridge Drive. SE Vintage Lane is shown to be a
loop street and will be a privately owned and maintained street. SE Vintage Lane will have streetlights. The
street lights will be owned and maintained by the owners cooperative.
A five-foot sidewalk will be provided along one side of SE Vintage Lane. In addition, the applicant will install 5-
foot sidewalks along SE Esker Ridge Drive and SE Tallgrass Lane.
A total of 64 parking spaces are required for the overall development. The site plan indicates 124 parking
spaces will be provided across the site. This parking count includes two garage spaces and two driveway
spaces provided with each unit.
UTILITIES
Sanitary sewer and water services were extended to the property as part of the overall Shops at Kettlestone
North improvements. Extensions of private sewer and water main will be installed as part of this project. All
utilities will be privately owned and maintained. Stormwater detention will be provided for in a regional
detention basin to the east. The regional basin is owned and maintained by the City of Waukee.
LANDSCAPING & OPEN SPACE
The R-4 zoning district does not require a specific open space percentage; however, it does require a
minimum of two trees per unit. In addition, the applicant will be required to provide a 25-foot land scape
buffer along all sides of the project. The landscape plan demonstrates compliance with the landscape and open
space ordinance.
PARKLAND DEDICATION
A total of 0.42-acres of parkland dedication is required. The applicant has proposed to satisfy this requirement
with a fee in lieu of land dedication.
ELEVATIONS
Elevations of the available units have been provided by the applicant. Proposed materials include hardboard
siding, asphalt shingles, stucco, and brick or stone.
LOTS
The preliminary plat and final plat identify two (2) lots to be platted. Lot 1 is 7.90-acres in area and is where
the proposed units will be constructed. Lot 2 is 3.03-acres in area and is not proposed to be developed at this
time. Lot 2 is zoned K-OF (Kettlestone Office District). All proposed lots meet the minimum requirements of
the Zoning Ordinance.

STAFF RECOMMENDATION
The site plan is in general conformance with the Zoning Ordinance, Subdivision Ordinance, Site Plan
Ordinance, and Comprehensive Plan. Staff recommends approval of the preliminary plat, final plat, and site
plan subject to remaining staff comments and review of the legal documents.
