HomeMy WebLinkAbout2022-04-18 H08B Lift Station No 2 Rehabilitation_Award ContractAGENDA ITEM: CITY OF WAUKEE, IOWA CITY COUNCIL MEETING COMMUNICATION MEETING DATE: April 18, 2022 AGENDA ITEM:Consideration of approval of resolution awarding contract [Lift Station No. 2 Rehabilitation Project] FORMAT:Resolution SYNOPSIS INCLUDING PRO & CON: The bids are for all labor, materials and equipment necessary excavation, backfill and sitework; submersible pumps, piping and valves; concrete and granular surfacing; reinforced concrete; wood stud building construction; building work including heating and ventilation, doors, painting, and appurtenances; electrical work including conduit, cables, power wiring, motor controls and housings, starters, fixtures and controls; standby power generator; manholes; surface restoration and miscellaneous associated work including cleanup. Bids were received on April 13, 2022, with three general contractors submitting bids. The engineer’s estimate for the project was $2,000,000.00, The apparent low bid was submitted by WRH, Inc. of Amana, Iowa for $2,146,500.00. This bid is approximately 7.3% above the engineer’s estimate. Based on review of the bids received and the project budget, Veenstra & Kimm, Inc. recommends award of the project for a total amount of $2,146,500.00 to WRH, Inc. of Amana, IA. The total project budget is $2,065,000.00 however staff anticipate increasing the project budget to $2,380,000 to accommodate the low bid. Verification with Finance staff confirms this increase is viable with the current budget and cash balance in the Sanitary Sewer Utility Fund. This project has a completion date of June 30, 2023. FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS: $2,146,500.00 COMMISSION/BOARD/COMMITTEE COMMENT: STAFF REVIEW AND COMMENT: Staff recommend approval of the resolution awarding the contract to WRH, Inc. of Amana, IA [Lift Station No. 2 Rehabilitation Project]. Letter of Recommendation PREPARED BY:Beth Richardson REVIEWED BY:Rudy Koester RK H8B RESOLUTION 2022- RESOLUTION MAKING AWARD OF CONSTRUCTION CONTRACT FOR THE LIFT STATION NO. 2 REHABILITATION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WAUKEE, STATE OF IOWA: Section 1.That the following bid for the construction of certain public improvements described in general as the Lift Station No. 2 Rehabilitation, described in the plans and specifications heretofore adopted by this Council on April 18, 2022, be and is hereby accepted, the same being the lowest responsive, responsible bid received for such work, as follows: Contractor:WRH, Inc.,of Amana, IA Amount of bid:$2,146,500.00 Portion of project:All construction work Section 2.That the Mayor and Clerk are hereby directed to execute the contract with the contractor for the construction of the public improvements, such contract not to be binding on the City until approved by this Council. Mayor ATTEST: City Clerk April 14, 2022 Rudy Koester Public Works Director City of Waukee 805 University Avenue Waukee, Iowa 50263 WAUKEE, IOWA LIFT STATION NO. 2 REHABILITATION PROJECT RECEIPT OF BIDS RECOMMENDATION TO AWARD CONTRACT The City of Waukee received bids until 2:00 P.M. on Wednesday, April 13, 2022 for the Lift Station No. 2 Rehabilitation project. A total of three bids were received as follows: Contractor Total Bid WRH, Inc. $2,146,500.00 On Track Construction, LLC $2,920,000.00 Synergy Contracting, LLC $3,716,420.00 The low bid for the project was submitted by WRH, Inc. of Amana, Iowa in the amount of $2,146,500.00. Veenstra & Kimm, Inc. has worked with WRH, Inc. on many projects over the years. Currently we are working with them completing the Grinnell wastewater treatment facility improvements, Mount Vernon wastewater treatment facility improvements, the Marion water plant upgrade, and the Conrad wastewater treatment disinfection project. The construction cost for the Grinnell project is approximately $13 million. WRH, Inc. has extensive experience in completing municipal water and wastewater projects and is capable of completing the Lift Station No. 2 Rehabilitation project. After review of the bids received, Veenstra & Kimm, Inc. recommends the City of Waukee award the contract for the Lift Station No. 2 Rehabilitation project to WRH, Inc. based on their bid of $2,146,500.00.
