AGENDA ITEM: Consideration of approval of a resolution approving a final plat for
KeeTown Loop Plat 1
FORMAT: Resolution
SYNOPSIS INCLUDING PRO & CON: The applicant is requesting approval of a final plat
for a 31.5-acre commercial/retail development. The property is located
west of Grand Prairie Parkway and north of SE Ashworth Road. The
final plat identifies a total of 15 lots and two (2) outlots to be platted. The
lots range in size from 0.36-acre to 7-acres in area. There are no public
improvements associated with this plat.
FISCAL IMPACT INCLUDING COST/BENEFIT ANALYSIS:
COMMISSION/BOARD/COMMITTEE COMMENT: The Planning and Zoning
Commission reviewed the request at their meeting on March 29,
2022, recommended approval subject to remaining staff comments:
Approval of a Final Plat for KeeTown Loop Plat 1
Community Development Director, Andy Kass, introduced the request for approval of a
preliminary and final plat for a commercial subdivision as submitted by the applicant, The
Quarter at Waukee, LLC. The subject property is generally located north of Ashworth Road and
west of Grand Prairie Parkway, containing approximately 31.5 acres.
Mr. Kass advised that the preliminary and final plat identify a total of 15 lots ranging in size from
0.36 acres to 7 acres. Two Outlots are shown on the plat Out lot Z is intended for open space and
a potential monument sign, while Outlot Y is intended for access purposes. All drives and utilities
interior to the plat will be privately owned and maintained. The applicant will install a 10-foot-
wide trail along the north side of SE Ashworth Road, and a landscape buffer easement is required
on the west side of lot 15.
At this time staff would recommend approval of the preliminary and final plat subject to any
remaining staff comments and review of any legal documents.
Commissioner Broderick questioned if there was a proposed use for the land north of lot
15. Mr. Kass advised there are no proposed projects at this time, it is zoned K-RC.

Commissioner Gerlitz questioned which lot the venue would be located. Mr. Kass
advised it is proposed on Lot 10.
Commissioner Gerlitz moved to approve a final plat for Keetown Loop Plat 1 subject to any
remaining staff comments and review of legal documents. Commissioner Streit seconded the
motion. Ayes: Gerlitz, Hoifeldt, Streit, Inman, Broderick, Koshy, and Tessau. Nays: none.
Motion Carried.
STAFF REVIEW AND COMMENT: Staff’s position is that the proposed final plat meets the
intent and the requirements of the Zoning Ordinance and the Waukee
Subdivision Ordinance.
RECOMMENDATION: Staff recommends approval of the Final Plat for KeeTown Loop Plat 1
subject to remaining staff comments.

APPROVING THE FINAL PLAT FOR KEETOWN LOOP PLAT 1
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF WAUKEE, IOWA
WHEREAS, the City of Waukee, Dallas County, State of Iowa, is a duly organized Municipal
Organization; AND,
WHEREAS, The Quarter at Waukee, LLC, and ARAC, LLC, have requested final plat approval of
KeeTown Loop Plat 1 (the “Plat”); AND,
WHEREAS, the City of Waukee Planning and Zoning Commission recommended approval of the Plat
on March 29, 2022, subject to remaining staff comments and review of the legal documents; AND,
WHEREAS, the Final Plat for KeeTown Loop Plat 1 and the documents relating thereto will comply
with section §176 – Subdivision Regulations of the Waukee Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waukee, Iowa on this
18th day of April, 2022, that the Final Plat for KeeTown Loop Plat 1 be and the same is hereby
accepted and approved by the City Council of the City of Waukee.
BE IT FURTHER RESOLVED that the City of Waukee does hereby accept the following easements
and documents to be filed with the Plat:
1. Gas Main Easement;
2. Public Utility Easement;
3. Private Parking Lot / Driveway Access Easement;

HISTORY
The subject property was rezoned in 2021 as the first step in the development process for the planned KeeTown Loop
development that will feature an entertainment venue, commercial / retail, and hotels. The applicant now requests
approval of a preliminary plat and final plat to divide the property into various lots for future development.
PROJECT DESCRIPTION
LOTS
The preliminary plat and final plat identify 15 lots to be platted and developed as part of the project. The lots range in
size from 0.36-acre to 7-acres in area. Two (2) outlots are shown on the plats. All proposed lots meet the requirement
of the K-RR/PD-1 or K-RC zoning districts. Outlot Y is intended to be utilized for access purposes and Outlot Z will be
open space and a potential location for a development sign.
STREETS, UTILITIES & TRAILS
There are no public improvements associated with the plat. Previous improvements were made to extend streets and
utilities for the proposed lots to access. Internal private access drives will provide access through the site. The applicant
will be required to extend utilities and services to each lot. All drives and utilities within the plat will be privately owned
and maintained. A 10-foot trail already exists along SE Parkview Crossing Drive and Gran Prairie Parkway. As part of the
improvements, the applicant will install a 10-foot trail along the north side of SE Ashworth Road.
EASEMENTS
All proposed easements have been indicated on the plat. A landscape buffer will be required along the west side of Lot
15.
STAFF RECOMMENDATION
The proposed plat is in general conformance with the Subdivision Ordinance and the proposed land use of the property
is consistent with the Comprehensive Plan. Staff recommends approval of the preliminary plat and final plat for
KeeTown Loop Plat 1 subject to remaining staff comments.
